Brazil approves 2023 spot power price thresholds

Brazil's electricity regulator Aneel has set the power clearing price (PLD) thresholds for 2023 at R69.04-678.29/MWh ($13.07-130/MWh).

Brazil sets minimum and maximum thresholds for the power clearing price every year. The cost is used monthly to pay for any extra power that might have been consumed.

Aneel's decision came after the matter was taken off the agenda of the agency's last ordinary meeting of the year on 13 December. Electricity resellers' association Abraceel argued against the minimum PLD price, questioning the methodology used in the Itaipu component of the new threshold.

Itaipu is Brazil's largest hydroelectric plant — which it shares with Paraguay — and its largest generator, with a generating capacity of 14GW. It highly influences the final PLD price.

Abraceel questioned the use of 2022's US dollar inflation rates 'to project 2023 inflation and claimed the methodology counted US inflation rates twice. Aneel claimed that it does not have the authority to rule on Itaupu's binational treaty and that the international affairs ministry would need to discuss the issue with the hydroplant's board. Aneel denied that US dollar inflation rates were counted twice and said that this methodology had been applied in previous years.
