Fire hits Pertamina's Indonesian Dumai refinery: Update

An explosion and a fire hit state-controlled Indonesian refiner Pertamina's 170,000 b/d Dumai refinery on 1 April.

The explosion and fire hit a hydrocracker complex at the Dumai plant on the evening of 1 April, according to Indonesia's national police. Vibrations were felt around the refinery area but the fire was quickly extinguished and brought under control, the police added.

It is unclear if the hydrocracker will be shut following the fire. The hydrocracker typically uses vacuum gasoil (VGO) as a feedstock to produce gasoil and jet fuel. 
Refinery units not directly impacted by the fire will be operating at minimum capacity, and gasoil and jet fuel production will mainly be affected, said a source close to Pertamina.

But sources close to Pertamina added that the shortfall in middle distillates could be covered by other refineries or stocks. Another source said further diesel imports from the spot market might not be necessary at the moment, as there are sufficient stock levels of the product and diesel demand during the Islamic fasting month of Ramadan is weaker.

But the refinery is evaluating the need for more jet fuel imports. Pertamina was already short of jet fuel in the run up to Ramadan, and had turned to the spot market to buy at least two 100,000-200,000 bl cargoes of jet A-1 fuel for delivery in April, through spot tenders issued last month.

The latest fire incident happened at around 10pm Indonesia time (3pm GMT), police brigadier general Ahmad Ramadhan said.

The fire comes at a time of peak demand for gasoline, although it is unclear if the hydrocracker issue will impact gasoline production. Stockpiling efforts are already under way to meet peak driving demand during the Islamic fasting month of Ramadan, which runs from 22 March to 21 April.

This is the second fire to hit Pertamina this year. The previous fire occurred at Pertamina's Plumpang integrated fuel terminal in Jakarta on 3 March.

Pertamina is expected to increase its gasoline buying to around 11mn bl in March from 9mn-10mn bl in February, traders said.

The Dumai refinery has a crude distillation unit, a high vacuum unit, a platformer, the hydrocracker, a naphtha and gasoil treater, and a delayed coker unit.
