Japan’s Kansai seeks to extend reactors’ lifespans

Japanese utility Kansai Electric Power has asked the country's Nuclear Regulation Authority (NRA) for permission to operate the 870MW No.3 and No.4 reactors at its Takahama nuclear plant beyond their typical 40-year lifespan.

Kansai on 25 April applied to the NRA to extend the reactors' service life by 20 years to 60 years, which is the maximum extension under law. The Takahama No.3 and No.4 reactors will reach their initial limits in 2025, with both units starting operations in 1985.

The utility has carried out safety checks at Takahama in Fukui prefecture to ensure the reactors are able to withstand continuous operations for another 20 years. The company plans to replace its steam generator units to improve reliability, after it had found decay within a steam generator at the Takahama No.3 reactor last year.

Japan's guidelines in principle limit a reactor's service life to 40 years, with a one-time option to extend it by 20 years, with safety the first priority. But the government in February introduced legislation to allow the substantial extension of the lifespan of reactors to beyond 60 years, by excluding the time spent under post-Fukushima disaster safety scrutiny. The bill is currently under discussion in an ordinary parliament session that will end on 21 June.

Japan has so far approved four nuclear reactors to operate beyond 40 years — the 826MW Mihama No.3, 826MW Takahama No.1 and No.2 and 1,100MW Tokai Daini reactors. Only the Mihama reactor is currently on line, with the two Takahama reactors scheduled to resume operations in June and July respectively. The Tokai Daini reactor still needs to secure permission from local authorities to resume commercial operations.

Fellow utility Kyushu Electric Power applied for a safety inspection by the NRA to extend the lifespan of two ageing reactors at its Sendai nuclear plant in October 2022. The 890MW Sendai No.1 and No.2 reactors will reach their 40-year deadlines respectively on 3 July 2024 and 27 November 2025.
