ArcelorMittal wins appeal against Fos-sur-Mer stoppage

ArcelorMittal has won its appeal against the stoppage of the Fos-sur-Mer steelworks in France.

The labour inspectorate ordered ArcelorMittal to close the site on 19 June and it has been preparing to idle the steelworks, but won its appeal to the Marseille Administrative Court to maintain activity at the site.

The court said ArcelorMittal had already taken several measures to clean the operations, and has asked it to take new measures to reduce the exposure of employees to harmful emissions.

The company welcomed the "favourable" decision and said it was expediting the implementation of its action plan, with several measures already in place.

Fos-sur-Mer can produce over 5mn t/yr of crude steel from its two blast furnaces and has one hot strip mill as well as pickling, tempering, shearing and slitting lines. Fos produced around 3.1 mn t in 2022, out of total European crude production of 32mn t.

Market sources had expected the stoppage of Fos to help balance coil supply with weak demand, alongside other production cuts being implemented by mills. The expectation of reduced supply, despite blast furnace restarts at Gijon and Dunkirk, has brought some service centres back to the market in recent weeks. Argus' daily northwest EU HRC index rose from €648.50/t on 28 June to €661/t on 7 July. Over the same period the daily Italian increased from €628.50/t to €650.75/t, with domestic producers emboldened by rising import offers.
