Korea’s Posco resumes regular Japanese scrap purchases

South Korea's leading steelmaker Posco has resumed its regular weekly purchases for Japanese scrap after a three-month halt, sparking concerns that the increased demand might tighten supply.

Posco bought Japanese scrap on 12 June, marking its first purchase since 7 March, according to Japanese traders. Initial bid prices were at ¥57,500/t ($358/t) cfr for shred and ¥58,000/t cfr for premium-grade HS scrap.

Japanese traders initially expected this to be a one-time purchase, but the mill has since continued its weekly tenders while progressively raising bid prices. Its bids reached ¥59,000/t cfr for shred and ¥59,500/t cfr for HS by 4 July, up by about 2.5pc from its initial bids on 12 June.

Japanese traders attributed the price hikes to the restart of Posco's No.4 blast furnace and the depreciation of the yen against the Korean won. Posco began maintenance and modernisation of its No.4 blast furnace at Pohang in late April, which has a capacity of around 5.3mn t/yr. Production resumed at the end of June, raising its scrap consumption.

The yen has also been depreciating against the Korean won this year. The yen weakened by 3.1pc from early June to an exchange rate of ¥1 to W8.56 on 4 July. But Posco's bids did not increase much in Korean won, a Japanese trader said.

The South Korean rebar market showed signs of stabilising at the end of June after a year-long decline, despite a pressured domestic scrap market and other South Korean mills remaining on the sidelines for imported scrap. The stabilising market prompted some mills to try to raise rebar sales prices in the domestic market. If the recovery in the South Korean rebar market continues, it will further support the country's scrap market.
