EU removes 4B HDG quota caps

The European Commission has approved a proposal to remove country-specific caps under the 'other countries' steel safeguard quota for category 4B (automotive-grade) hot-dip galvanised (HDG) and category 17 (angles, shapes and sections) — effective 1 August.

The commission on 18 July proposed removing the cap, citing "identified inaccuracies".

Under the 20pc cap for category 4B HDG, each 'other country' was limited to 21,207 t/quarter of deliveries to the EU. As of 29 July, the 4B HDG 'other countries' quota balance was 30,000t. Vietnam and Turkey are the main suppliers in this category and exhausted their quotas on the first day of the quarter, leaving material stranded at European ports. These shipments can now be customs cleared on 1 August, following the cap's removal.

Vietnamese suppliers are expected to clear material currently stored at the ports, but booking new deals might be challenging, as producers are currently offering shipments that would arrive in January — after the EU's carbon border adjustment mechanism (CBAM) takes effect. This has made European buyers hesitant, given the uncertainty around future tariffs and taxes.

Turkish market participants remain cautious after the announcement. "Volumes would still be very low," a reroller said. A producer that works with long-term automotive-grade contracts often exhausts the quota almost by itself. An increase in the quotas would benefit few other rerollers, but most producers are not exporting 4B to the EU because of trade limitations.

"Turkey might be able to sell more in theory, but a single country will dominate the quotas again. But if CBAM is taken into consideration, Turkey is more competitive due to shorter lead times and customs clearance before the new year," a producer said.

For category 17, the commission will lift the 15pc cap on the 'other countries' quotas from 1 August until the end of September. As of 29 July, the balance for this pot was at 28,700t, with Turkey having already exhausted its 10,243t quota and the UK left with less than 200t. The total category 17 quarterly quota for 'other countries' is 68,290t.

From the fourth quarter, the commission will reintroduce category 17 country-specific quotas for the UK, Turkey and South Korea. And a residual quota will be reinstated, with a new 40pc cap for each origin.
