Brazil's HRC import sources shift more in July

Brazil's hot-rolled coil (HRC) import landscape is showing signs of reconfiguration as buyers react to higher tariffs, anti-dumping probes and supply chain issues.

South Korea emerged as the largest supplier of Brazilian HRC for the second consecutive month in July, customs data showed. China, previously the leader, dropped to third place in July behind Egypt.

The shift follows Brazilian steelmaker CSN's decision to import HRC from South Korea and other suppliers outside of China. It sharply increased its seaborne HRC intake to secure deliveries after shutting a blast furnace in January.

CSN has refused to import from Chinese mills. It has criticized what it calls China's aggressive steel export strategy and has filed multiple requests for anti-dumping investigations targeting Chinese products.

Rising Chinese HRC prices and ongoing anti-dumping investigations have, in turn, made South Korean steel more attractive. The price gap has narrowed, making South Korean steel more competitive because it faces less regulatory scrutiny.

Egypt's rise to second place is tied to a bilateral tariff relief agreement, which has recently encouraged Brazilian buyers to turn to Egyptian suppliers.

Brazil's 25pc tariff quota policy, introduced in 2024, helped unlock steel trade with Egypt, despite the diplomatic deal in place since 2017.

Total HRC imports into Brazil rose to around 73,720 metric tonnes (t) in July, up from 44,210t a year earlier. More than 50pc of the volume came from South Korea.

South Korea's shipments rose to 39,560t, up from less than 350t in July 2024. Egypt imports increased to almost 20,320t, against none a year earlier. HRC imports from China declined to 12,655t from 43,690t in the same period of 2024.

Brazil imported 536,655t of HRC in January-July, up by 61pc from the same period a year before. It is on track for a record high year in total steel imports, despite a more restrictive quota policy for 17 products, six of which are HRC.
