Brazil starts process for reciprocating US tariffs

Brazil has started the process of developing reciprocal tariffs against the US, vice-president and trade minister Geraldo Alckmin said, a move designed to speed up negotiations.

Brazil's foreign trade chamber, Camex, has 30 days to determine how the 50pc tariffs the US imposed on Brazil effective 6 August can be countered under the country's economic reciprocity law approved in April. The law authorizes retaliation through goods, services and intellectual property.

There is no time frame for the process of imposing reciprocal tariffs after the initial 30-day deliberation period.

"Brazil will not give up on its sovereignty," Alckmin said this week during a visit to Mexico, where he signed two cooperation agreements on biofuels with Mexico as well as a letter of intent on agriculture. "I hope that [this process] will help accelerate dialogue and negotiations [with the US], which is what president Lula has been asking us to do."

The move comes weeks after President Luiz Inacio Lula da Silva had said that Brazil would not reciprocate the tariffs but seek to negotiate.

Brazil has been working to counter the tariffs' effect on its economy by supporting companies in efforts to find new markets, and by approving a line of credit to small businesses hurt by the measures. Earlier this month, Brazil asked the World Trade Organization to intervene in the dispute over tariffs.

The US typically runs a trade surplus for goods and services with Brazil, which has totaled more than $400bn over the last 15 years, finance minister Fernando Haddad said in a televised interview in early July. In the first half of 2025 the US' trade surplus with Brazil reached $2.3bn, a more than seven-fold increase from a year before, according to US-Brazil chamber of commerce Amcham.

Singapore, 14 November (Argus) — Indonesian geothermal power producer Pertamina Geothermal Energy (PGE) has developed a technology called GeO-Fert to process organic waste into organic fertilizer using geothermal steam. The technology could help reduce carbon emissions, lower the cost of chemical fertilizers, as well as reduce farmers' reliance on them. The project has generated 57.6t of organic waste into 28.8t of solid and liquid organic fertilizer so far, using geothermal steam from the Kamojang geothermal power plant, which has an installed capacity of 235MW. The production process reduced carbon emissions by 24,800t of CO2 equivalent (tCO2e)/yr, the company said. Two farmer groups in West Java manage the project, which supplies the organic fertilizers to more than 800 farmers. This project enables farmers to produce organic fertilizers on their own, cutting fertilizer purchasing costs by up to 26mn rupiah/yr ($1,555/yr), and increasing yields of various crops like leek, potatoes, cabbage, coffee and long beans by 50-75pc, the company said. Indonesia is a key agricultural producer of palm oil, rubber, cocoa, coffee and spices. It depends heavily on chemical fertilizers for its crops. State-controlled fertilizer producer Pupuk Indonesia currently has a fertilizer capacity of over 14.6mn t/yr. Fertilizers are vital for Indonesia to achieve food self-sufficiency. But the country will need to decarbonise its fossil hydrogen use of around 1.3mn-1.75mn t/yr, according to estimates from Pertamina and the Indonesian government, to meet its national target of net zero emissions by 2060. S Korea expands car support, plans trade-in EV policy

Singapore, 14 November (Argus) — The South Korean government has announced a wide range of financing and support for its automobile industry, while raising its electric vehicle (EV) subsidies budget and disclosing plans for a trade-in scheme to spur EV purchases. Over 15 trillion South Korean won ($10.31bn) of policy financing will be earmarked by the country for its car and auto parts makers in 2026, said the country's trade and industry ministry (Motie) on 14 November. It comes as intensifying competition in artificial intelligence autonomous driving technology and impacts on the domestic automobile manufacturing base threatens the country's auto sector that is its manufacturing stronghold, Motie said without providing more details, adding to the potential burden from earlier US-South Korea tariff deal . The country is looking to maintain a domestic car production of 4mn units/yr while improving the production quality. The government will also raise its budget for EV subsidies to around W936bn next year, up from an estimated W715bn this year. It is looking to establish a new purchase financing program for electric and hydrogen buses. It also plans to introduce a trade-in subsidy of up to W1mn for new EV buyers who scrap their old cars starting in 2026, in a similar fashion to China's efforts to spur Chinese EV purchases. "Considering the South Korean government's previous policy trajectory, a gradual reduction in EV subsidies would have been the more expected approach," Beomseok Kim, analyst at South Korean market intelligence firm SNE Research told Argus today. But the government appears to have determined that stronger stimulus is needed to re-energise domestic demand given a slower pace of electrification than initially projected, Kim added. The package expanding incentives beyond the 2025 levels signals the government's commitment to keep the momentum alive. South Korea's battery EV domestic sales hit an all-time-high earlier in September, riding on its current eco-friendly vehicle domestic sales uptrend. The South Korean government is expecting an accelerated eco-friendly vehicle adoption trend and it is planning ahead by supporting internal combustion engine (ICE) car parts makers' transition. Financial and R&D support will be focused on its industrial green transformation strategy, while designating 200 "future vehicle specialised companies" by 2030 and having 70pc of its ICE parts companies transition to future vehicles parts firms. The country is eyeing mass production of autonomous vehicles by 2028, with institutional improvements supporting the ambition to be potentially achieved by the end of 2026. South Korean conglomerate Hyundai Motor earlier in October unveiled its goal of turning India into an export hub through a planned Indian investment of $5.1bn through to 2030. Singapore, 14 November (Argus) — The European Deforestation Regulation (EUDR) will likely face a second delay this year, said Anri Hadi, Indonesian ambassador to the EU at the 21st Indonesian palm oil conference (IPOC) on 13 November. A 12 November EU vote on whether to extend a six-month grace period for penalties and measures to be applied on medium to large firms — initiated last month — was inconclusive without a majority vote on the proposal, said Hadi. For medium and large enterprises, the EUDR will take effect on 30 December 2025, but a six-month grace period would apply on its enforcement, and for micro and small operators, the EUDR would apply from 30 December 2026 if this proposal were to be accepted. If member states do not agree to a grace period by 15 December, the EUDR would take effect on 30 December 2025 for large and medium companies and on 30 June 2026 for micro and small enterprises. Some member states instead voted to delay enforcement of the EUDR altogether by another year, to December 2026 for medium and large firms and June 2027 for small and micro firms. Under this proposal, there would be no grace period for enforcing the regulation after starting in 2026, Hadi said. Palm oil and some byproducts such as glycerol with 95pc or above purity are listed in Annex I of the EUDR, meaning exporters will have to submit traceability data to relevant government authorities under the EUDR to gain access to the EU market. Sustainability and enforcement guidelines still unclear Hadi called for sustainability standards such as the Indonesian sustainable palm oil (ISPO) certification to be recognised under the EUDR and for government-aligned guidance regarding geolocation data sharing requirements. But providing sustainability data to facilitate EUDR compliance is considered illegal under Indonesian law, said Indonesian vice minister of foreign affairs Arif Havas Oegroseno. Citing Forest Law Enforcement, Governance and Trade (FLEGT) licensing within the timber industry as an example, he said Indonesia could set up a similar licensing unit to provide relevant data to government authorities in the EU while retaining sustainability data domestically. Under proposed traceability requirements, smallholder farmers would be unable to comply with the regulations, Oegroseno added. Farmers subsequently selling product to larger mills would also impact the supply chain as these mills may export palm oil into Europe. Sydney, 14 November (Argus) — Australian bioenergy developer Jet Zero and the Port of Townsville have signed an initial agreement to assess the feasibility of developing new biofuel storage and blending infrastructure at Queensland's third-largest port. The biofuels firm and port operator will explore design and construction options for a potential liquid storage facility to support the movement, blending, import and export of sustainable fuels from Jet Zero's nearby proposed Project Ulysses , Jet Zero said on 13 November. Project Ulysses will produce 113mn litres/yr sustainable aviation fuel (SAF) and renewable diesel (RD) using the alcohol-to-jet method at north Queensland's Townsville State Development Area, 2km south of the Port of Townsville. Jet Zero recently completed front-end engineering and design with alcohol-to-jet technology provider LanzaJet. The project could produce one-sixth of the domestic airline industry's 2030 SAF commitment, but a date for first output has not been disclosed. Project Ulysses aims to meet mandated and voluntary demand for SAF and RD in the aviation and marine sectors, and the Port of Townsville will play a critical role in facilitating trade and supporting regional industry growth, the companies said. US, allies fall out over Venezuela: Update

Adds update on US operations, Venezuelan opposition comment. Washington, 13 November (Argus) — US president Donald Trump's administration is pushing back on allies' criticism of its strong-arm approach toward Venezuela — the latest point of disagreement within the G7 group of major economies. The US has built up a large naval presence near Venezuela since early September — including the Gerald R Ford aircraft carrier strike group as of 11 November — and has carried out almost 20 lethal attacks on small boats it accuses of ferrying drugs. US defense secretary Pete Hegseth on Thursday labeled efforts to remove "narco-terrorists from our hemisphere" as Operation Southern Spear, to be led by the Southern Command which oversees military forces in Central America, South America and the Caribbean. The US administration's legal pretext for the build up and Trump's statements that he is considering attacks on Venezuela's soil have come under skeptical review from US lawmakers from both parties. G7 foreign ministers ahead and during their meeting in Canada on 10-11 November expressed similar sentiments. The US strikes against boats disregard international law, French foreign minister Jean-Noel Barrot said. There is no legal basis for the US attacks, EU foreign affairs commissioner Kaja Kallas told NBC News on Wednesday. "I don't think that the EU gets to determine what international law is," US secretary of state Marco Rubio told reporters late on Wednesday. "I do find it interesting that all of these countries want us to send and supply, for example, nuclear-capable Tomahawk missiles to defend Europe, but when the US positions aircraft carriers in our hemisphere where we live, somehow that's a problem." The EU has backed Ukraine's request last month to equip Ukrainian forces with Tomahawk missiles to enable Kyiv to strike targets deep inside Russia. But Trump appears to have denied the request. The US armada assembled near Venezuela, including the Gerald R Ford group, carries an estimated 170 Tomahawks, defense experts Mark Cancian and Chris Park with think tank the Center for Security and International Studies wrote on 10 November. The Tomahawk inventory is comparable with the number of missiles the US military previously used in campaigns of limited duration, such as in Libya in 2011, the experts said. US naval maneuvers and boat strikes so far have had no impact on Venezuela's oil exports and energy shipments across the Caribbean. Chevron — allowed to resume business in Venezuela just before the naval build up began — appears to have imported 155,000 b/d to the US from Venezuela in October, based on data from Kpler ship tracking. Venezuela's crude output was at an estimated 1.1mn b/d in October. Independent refiners in China absorb the bulk of Venezuelan crude exports not loaded by Chevron. Venezuelan imports to China were at an estimated 500,000 b/d in October, with many more cargoes available than there are buyers, despite Merey discounts widening to $12/bl against Ice Brent. What next? The US has not carried out a unilateral military intervention in the western hemisphere since 1989, when it toppled Panamanian president Manuel Noriega's government and transported him to the US where he was convicted in court of involvement in drug trafficking. Trump, Rubio and other US officials have made public statements suggesting that removing Maduro from power is among possible options for the US naval force. Maduro faces a US prosecutors' indictment over alleged drug trafficking and the US has offered a $50mn bounty for his capture. Venezuela this week passed a law obligating the general population to defend Maduro's regime, with the president calling for "maximum preparation". Additional military forces have not been highly visible in the capital of Caracas in recent days. Interior minister Diosdado Cabello threatened members of Venezuela's political opposition, saying "don't say we didn't warn you" if the US "does anything to any of us." Opposition leader Maria Corina Machado said from hiding late on Wednesday that Venezuela is "in the final hours" of what will be a "peaceful transition." But the US military resources assembled in the Caribbean suggest that a full blown invasion is not likely. Trump's deployment of the US military has been more limited so far this year — bombing Yemen's Houthis and Iran, and quickly declaring victory. "Attacks on the cartels have the advantage that the US can walk away at any time ... claiming that it damaged cartel operations and thereby reduced the flow of drugs into the US," Cancian and Park wrote. The Trump administration has told US lawmakers that its military operations are a "non-international armed conflict" with an unspecified group of "designated terrorist organizations". A legal opinion written by Trump's Justice Department in late July — and shared with the US Congress in early November — did not explicitly mention Venezuela and merely asserted the right to target trans-national criminal organizations anywhere, by all means.
