Canada suspends EV mandate for 2026

Canada will suspend a mandate to increase nationwide electric passenger vehicle sales next year as the country navigates tariff battles with its largest trading partner and a murkier global economy.

Prime minister Mark Carney said Friday that Canada would suspend a requirement that zero-emission vehicles (ZEV) make up 20pc of all new light-duty vehicles offered for sale next year. The government began a 60-day review of the policy to consider changes and cost reductions to the regulations, which progress to a requirement that ZEVs make up 100pc of new light-duty vehicle offerings by 2035.

The suspension of the mandate and a C$5bn ($3.6bn) strategic response fund should offer relief to a Canadian auto industry facing "extreme pressure" from US trade policy.

"They have got enough on their plate right now," Carney said in remarks at a manufacturing plant in Ontario. "We are using this as an opportunity as part of a broader strategy on climate competitiveness to look at all our measures to help get greenhouse gasses down."

Canada proposed its Electric Vehicle Availability Standard in December 2022. The targets began next year at 20pc and rose to 60pc by the end of the decade. It followed a similar pace to California, which extended its Advanced Clean Cars program to 2035 in October 2023.

"The EV mandate imposes unsustainable costs on auto manufacturers, putting at risk Canadian jobs and investment in this critical sector of the economy," Canadian Vehicle Manufacturers' Association chief executive Brian Kingston said in a statement. "A full repeal of the regulation is the most effective way to provide immediate relief to the industry and keep it competitive."

The suspension marks the latest setback in what was previously an aggressive pursuit of North American ZEV market share. US president Donald Trump's administration has worked with a Republican Congressional majority this year to halt California ZEV market share mandates. Carney attributed the uncertainty buffeting the Canadian auto industry to the trade policies of the Trump administration around steel, aluminum and other strategic sectors. Electric vehicle charging generates credits under low-carbon fuel standards (LCFS) administered in Canada, California and other state and provincial markets.
