Indian mill told of AD investigation into EU CRC sales

At least one Indian steelmaker has been informed by the European Commission that it will be subject to an anti-dumping (AD) investigation on cold-rolled coil (CRC) imports into the bloc.

Legal sources and mill executives recently said there will be a multi-country case on CRC imports from India, Taiwan and Japan. Eurofer, which represents European mills, submitted a petition to the commission last month that was initially intended to be sent earlier. A formal dumping investigation is expected to start in the next week or two.

The approach would mirror last August's multi-country AD investigation on hot-rolled coil imports, in which India, Japan, Egypt and Vietnam were probed for dumping. India was found to have not conducted any dumping, while preliminary measures were introduced on the other three origins, which are expected to become definitive in the final quarter of the year.

India has become one of the main suppliers of CRC to the EU over the past few months, with volumes at nearly 230,000t in the first half of the year. This is down on the year by about 20,000t. Imports from Taiwan amounted to nearly 210,000t, down by 10,000t on the year. Volumes from Japan have held stable at just under 100,000t in the first half of the year.

No other producers have admitted to being informed of the investigation, as of yet.

The average price of CRC imports into the EU has declined quite dramatically in recent years; the average landed price this year is €685/t cfr, compared with €747/t in 2024 and €808/t in 2023. Ukraine is the cheapest seller of sizeable tonnages into the EU, with its average price at €619/t so far this year, Taiwan €671/t, Japan €674/t and India €660/t.

Since they were hit with dumping duties on HRC sales to the EU, Japanese mills have been increasingly turning to other products and markets to maintain exports. HRC sales into the UK have reached 21,859t this year at an average price of £471/t, compared with 4,847t at an average of £551/t last year. While Japan is constrained in sales into the UK 1A quota, it can sell much more freely into the 1B quota to buyers transforming the material into other products.
