CBAM uncertainty delays Turkey-Bulgaria power auction

Turkish transmission system operator Teias has delayed the annual cross-border capacity (CBC) auction on the Turkey-Bulgaria border because of continued uncertainty regarding the EU's Carbon Border Adjustment Mechanism (CBAM).

The auction will instead be held "at a later date in 2026", Teias said. Power nominated for import to Bulgaria from Turkey would be subject to the EU's CBAM from 1 January, through the application of an indirect emissions factor based on country-wide emissions over the past five years. The so-called "default values" calculated from the indirect emissions factor would be applied to all cross-border nominations, regardless of origin.

Other industries have received clarification regarding CBAM calculations and methodology, but electricity importers have received no further information regarding methodologies or updated frameworks heading into the CBAM start-up date of 1 January.

CBC auctions between many of the western Balkan six — Albania, Bosnia-Herzegovina, Kosovo, North Macedonia, Montenegro and Serbia — and interconnected EU markets are scheduled to be held in early December, but uncertainty remains around CBAM and its effects ahead of the auctions, market participants told Argus. Serbia's default emissions factor would be close to one, meaning the full EU ETS cost of 1t of CO2 equivalent would be applied to every MWh, requiring a large cross-border spread in order to incentivise trade.

And market participants who provide trading services for small renewable plants within the western Balkan six have already altered their offerings, pegging 2026 prices to Serbia's Seepex day-ahead power exchange rather than the Croatian Cropex exchange. This redirection of supply towards the Serbian market, the most liquid day-ahead market in the western Balkan six, is likely to increase supply that would have otherwise been nominated for cross-border export to EU countries and further drive down prices within the region.
