South Africa's rail and port company Transnet recently issued a request for qualification (RFQ) to look for a partner in the private-sector participation project at the Richards Bay dry bulk (RBDB) terminal.

The RFQ issued on 20 February is the first stage of the partner selection process and invites interested parties to present and bid.

Transnet has faced challenges from deteriorating infrastructure, cable theft and vandalism in recent years, which hit rail volumes significantly. Transnet delivered 152mn t of rail freight including sulphur in 2023-24, down from railed volumes of 226mn t in 2017-18, before the network's decline began.

Around 812,500t of sulphur was imported into Richards Bay in 2025, according to Argus data, used for multiple reasons including for onwards use in the copper belt, by fertilizer producers, or for paper and pulp or water treatments.
