Brazil's Sao Paulo seeks to lift RNG output

Brazil's Sao Paulo state says it will continue its Integra Residuos program this year in a bid to scale its biomethane (RNG) production.

The program, spearheaded by Sao Paulo's environment and infrastructure secretariat Semil, aims to scale waste treatment in the state and enable energy recovery projects, including the production of biogas and RNG from waste.

Integra Residuos can help Sao Paulo's RNG production reach 6.4mn m³/d, according to the government. The sugar and ethanol sectors will be responsible for 84pc of that, with waste landfills providing the rest, the state said.

Sao Paulo currently holds nine operating RNG plants — of a total of 21 throughout Brazil — which produce a combined 700,000 m³/d. Another 12 plants are awaiting authorization from hydrocarbons regulator ANP.

Sao Paulo expects Integra Residuos to receive R11bn ($2.1bn) in investments over 30 years.

The program will include auctions in which firms can bid for regional concessions and public-private partnerships to provide services related to the transfer, treatment and final disposal of waste. The idea is to group waste from cities that cannot sustain waste management projects such as energy recovery initiatives — which include biogas and RNG production — on their own.

More than 500 of Sao Paulo's 645 cities generate less than 50 metric tonnes/d of waste, so grouping them allows for the scaling up of operations, the government said.

The first phase of Integra Residuos will include 63 cities.

The state will first hold a public consultation period for the program in November-December. The auctions will then take place in 2027. But a date for the auctions has not been set yet.
