Thailand's voluntary carbon credit market expects to see its first auctions in 2027 as the Stock Exchange of Thailand (SET), Krungthai Bank and private-sector partners move to build market infrastructure and stimulate demand for credits generated under a World Bank-backed programme.

Krungthai Bank and SET announced a partnership on 4 November with last-mile logistics firm Grab, air carrier Thai Airways, technology firms ACEIS Electric and Power and DriverAI to support the development of Thailand's carbon market. The partnership is part of the World Bank Group-backed Low Carbon Cities and Carbon Market Development Project (LCC).

Under the arrangement, Krungthai will aggregate eligible carbon credits and connect them with prospective buyers, while SET will develop an auction and price-discovery platform to facilitate transparent transactions.

SET expects the first carbon credit auctions to take place by the second quarter of 2027. The the platform could eventually serve as a foundation for a mandatory emissions trading system under Thailand's proposed climate legislation, while supporting domestic and international participation in the voluntary market, SET said.

The participating companies have expressed interest in purchasing carbon credits generated under the programme, subject to validation, verification and issuance requirements.

Thai Airways said it also intends to explore pathways for the credits to gain eligibility under the International Civil Aviation Organization (ICAO)'s Carbon Offsetting and Reduction Scheme for International Aviation (Corsia), potentially allowing their use for international aviation compliance.

The LCC project is supported by a $200mn loan from the International Bank for Reconstruction and Development (IBRD), channelled through nation's Export-Import (Exim) Bank with a sovereign guarantee from the Thai government.

The project aims to expand renewable energy and energy-efficiency investments across public assets, while generating carbon credits through aggregated projects. Krungthai serves as the co-ordinating and managing entity and uses a digital monitoring, reporting and verification system to support project development and data integrity. The project has already been registered under carbon registry Gold Standard, Krungthai said.
