EU offers funding for climate change projects

The European Commission has today launched a call for proposals under a funding programme for climate change mitigation and adaptation projects.

The commission will provide €864.2mn in co-financing for climate action projects during 2014-20, and almost €44.3mn in 2014, to "develop and implement innovative ways to respond to the climate change challenge across Europe", the commission's climate action department said.

The contributions are part of the commission's wider Life programme, which will provide €3.4bn to a variety of environmental and climate change-related projects during 2014-20. Applicants for funding must be based in the EU, but the Life programme allows funding to go to activities outside the EU "provided those activities are necessary to achieve EU environmental and climate objectives", according to the law governing the funding.

"The new Life programme for climate action… will help bring to life cutting-edge low-carbon technologies and scale up the climate solutions already out there," EU climate action commissioner Connie Hedegaard said.

Within its climate change mitigation stream, the fund will co-finance "best practice, pilot and demonstration projects" contributing to greenhouse gas (GHG) emissions reduction, including projects in line with existing EU climate change mitigation policies. It will also fund projects to increase resilience to the effects of climate change — with a focus on urban adaptation 2014-17 — and increasing awareness, co-operation and dissemination of information on climate change adaptation and mitigation.

The deadline for project applications for 2014 is 16 October. The next proposal call, set for this autumn, will specifically target non-profit organisations that are active on climate and environmental issues at the European level, the commission climate action department said.

Airbus to adapt airplanes to 100pc SAF by 2030

Sao Paulo, 15 June (Argus) — Airbus is using 100pc sustainable aviation fuel (SAF) on test airplanes in Brazil and it could authorize use of the biofuel in its commercial jet engines by 2030. The company has been running 100pc SAF tests on some aircraft in Brazil to analyze which components would need to be adjusted for the renewable fuel, Airbus Brazil's president Gilberto Peralta told attendees at the Argus Biofuels and Feedstocks Latin America conference in Sao Paulo on Monday. Peralta said SAF could offer advantages over fossil jet fuel, as it does not emit sulphur into the atmosphere and produces 50pc fewer condensation trails, according to the company's tests. He highlighted that the SAF market in Brazil still lacks fiscal incentives but said it could become the world's largest SAF producer. The alcohol-to-jet (AtJ) pathway could be favored thanks to the cost and availability of ethanol in Brazil, he added. Brazil's fuel of the future law plans a SAF mandate in 2027, requiring airlines to decrease emissions by 1pc using SAF. Companies must reduce their greenhouse gas emissions on domestic flights by 10pc by 2037. Feedstock costs are still considered expensive, but the first years of the mandate can be supplied by co-processed SAF production, state-controlled Petrobras' senior specialist Ricardo Pinto said. Berlin, 15 June (Argus) — Bilateral carbon trading under the Paris agreement has come under scrutiny for insufficient environmental integrity at the Bonn climate talks, a halfway conference between UN Cop climate summits. Buyer and seller countries under Article 6.2 of the Paris agreement in Bonn defended the "inconsistencies" identified in the mandated initial reports submitted. A total of 23 countries, about half of those active under Article 6.2, have submitted reports so far. Technical reviews of the reports undertaken by UN climate arm UNFCCC had identified issues such as insufficiently conservative baselines against which emissions reductions are measured, and non-permanence of nature-based activities. The reviews also suggested a lack of alignment between carbon activities and countries' climate plans and long-term low-emission development strategies under the Paris agreement, known as nationally determined contributions and LT-LEDS, respectively. Countries active in Article 6.2 cautioned against treating every inconsistency as proof of a defective activity, arguing that many findings may reflect weaknesses in reporting rather than in the underlying co-operation. Diversity should be seen as a strength of Article 6.2, as it allows markets space and time to evolve, a delegate for the Like-Minded Developing Countries bloc said. Switzerland, an Article 6.2 frontrunner, said that it had chosen a project-by-project pathway, scrutinising the project as well as the underlying methodology, drawing on the expertise of its environment ministry and external experts including rating agencies. The Swiss delegate said that "experience" had shown that "the same methodology can be applied in very different ways with very different outcomes", arguing that strict methodologies do not always do justice to individual projects, such as clean cookstove projects. As a result, Switzerland has in some cases set up a "mini carbon-crediting standard" for a co-operation, the delegate said. Japan, which under its Joint Crediting Mechanism (JCM) has signed the most bilateral agreements of any host country, stressed that it has no intention to align the JCM with the Paris Agreement Crediting Mechanism (Pacm) under Article 6.4 of the Paris deal, emphasising the JCM's "conservative" baseline. But an EU delegate argued that a closer alignment between Pacm rules and Article 6.2 would "considerably" reduce inconsistencies, given Pacm's "well-known" and "helpful" methodological tools such as the downward adjustments to baselines. Some delegates and observers voiced their concern about the lack of rules on the reversal of emissions removals under Article 6.2. The EU delegate flagged the "challenges" of this issue, which even the Pacm regulator is finding "very" difficult to address. It is not clear, for instance, what will happen if there are insufficient credits in the buffer pool designed to compensate for reversals, the EU said. Switzerland is looking at potential closer alignment between Article 6.2 and Pacm, but this would depend on the future choices made under Pacm, the Swiss delegate said. The African group delegate urged Article 6.2 host countries only to submit their initial reports once domestic institutional arrangements and robust standards are in place. South Korea-based Global Green Growth Institute's head of carbon pricing, Fenella Aouane, flagged the struggle many host countries face in developing vital institutional arrangements for Article 6.2 activities such as monitoring, reporting and verification provisions, or domestic registries. No agreement was reached at the talks on how "prescriptive" Article 6.2 should become. Another issue without agreement was revised funding arrangements for Article 6.2 activities, given that the UNFCCC faces an estimated financing gap of about €8mn–9mn to 2027. Developing country groups warned against any financing that could create new barriers to participation, while developed countries called for self-financing models. Beijing, 11 June (Argus) — New Zealand may need to pay up to 5bn New Zealand dollars ($2.89bn) to purchase international carbon credits to meet its climate targets under the Paris Agreement. This is because domestic emissions reductions will likely fall short of its Nationally Determined Contributions (NDCs) commitments, a Treasury paper published on 11 June found. The country's targets under economy-wide NDCs covering 2021–30 and 2031–35, which the Treasury referred to as NDC1 and NDC2, respectively, are not fully aligned with domestic emissions budgets for respective periods. New Zealand may, therefore, rely on offshore mitigation — through purchases of verified emissions reductions or removals from other countries — to bridge the shortfall. New Zealand faces the highest potential cost exposure for NDC1, which targets a 50pc reduction in net emissions below 2005 gross levels. The target corresponds to an emissions limit of 575mn t CO2 equivalent (CO2e) in 2021–30. The Treasury's modelling suggests offshore mitigation towards meeting commitments for this first period may cost around NZ$4.4bn-5.0bn. This suggests the Treasury estimates the average cost of international credits around NZ$7.65-8.70/t CO2e ($4.42-5.03/t CO2e). By contrast, NDC2 "closely aligns" with the corresponding domestic emissions budget, implying a smaller potential gap. Estimated offshore mitigation costs for achieving the NDC2 target are NZ$0.2bn-1.6bn, depending on which side of the commitment range — 51pc-55pc — the country is going to achieve, the Treasury said. The report highlights substantial uncertainty around these cost estimates and the Treasury said although the information was provided to "support transparency over possible future costs, it does not reflect government decisions or intentions regarding offshore mitigation". Domestic policy decisions will directly affect emissions outcomes and, in turn, the volume of offshore mitigation required. Limited liquidity in the international voluntary carbon markets, procurement strategies — including decisions on credit types, sourcing and price limits — will be key drivers for cost. The government will not spend billions of dollars overseas to meet its climate commitments, prime minister Christopher Luxon said, according to Radio New Zealand. Global warming set to exceed 1.5°C by 2030: Scientists

London, 11 June (Argus) — The rise in global temperature is projected to surpass 1.5°C above pre-industrial levels — the limit sought by the Paris climate agreement — "in about four years", an international team of more than 70 scientists said today. "Human-induced warming reached 1.37°C" in 2025, compared with the 1850-1900 average, the latest Indicators of Global Climate Change report found. The Paris agreement seeks to curb the global rise in temperature to "well below" 2°C above pre-industrial levels, and pursues a 1.5°C limit. "The rate at which heat is accumulating in the earth system suggests high levels of future warming", the report found. "The rate of human-induced warming remains at the all-time high of around 0.27°C per decade, driven primarily by record-high greenhouse gas levels." It estimated the remaining global carbon budget — the amount of CO2 that can still be emitted before the 1.5°C threshold is exceeded — is 130bn t/CO2, from the start of 2026. This estimate, which is a central one, "will be exhausted in around three years at current levels of CO2 emissions", the report found. Global greenhouse gas emissions reached a record high 56.8bn t/CO2 equivalent (CO2e) in 2024, according to the report, "mainly from the burning of fossil fuels." "Although we still have record high levels of emissions, the growth of those CO2 emissions is slowing," the EU Copernicus programme's strategic lead for climate Samantha Burgess said today. "That doesn't mean we're on track yet, but it does mean that policy, technology, and societal choices are starting to bend the curve." Burgess was speaking at climate talks underway in Bonn, Germany, hosted by UN climate body the UNFCCC. El Nino weather conditions have now developed in the tropical Pacific, the US National Oceanic and Atmospheric Administration (NOAA) confirmed today. The weather pattern, which is naturally-occurring, typically leads to higher global temperatures. Current forecasting suggest it is "likely to be a very strong event", the UK's Met Office said today. Some forecasts suggest "values that would be of record strength", the Met Office said. "It is also highly likely that the El Nino will cause a temporary spike in global annual temperature with the residual heat potentially making next year the hottest in the global series from 1850", Met Office head of long-range forecasting Adam Scaife said. The hottest year on record to date is 2024. The past three years, 2023-25, are the hottest three years recorded. The average temperature across 2023-25 was 1.48°C above pre-industrial levels — with a margin of uncertainty of 0.13°C — data consolidated by the World Meteorological Organisation show. Sao Paulo, 8 June (Argus) — Luxembourg will join the Tropical Forests Forever Facility (TFFF), a fund to preserve global tropical forests launched by Brazil during the UN Cop 30 climate summit, Luxembourg's environment, climate and biodiversity minister Serge Wilmes said. It will contribute €50mn ($57.7mn) in the Tropical Forest Investment Fund (TFIF) — the TFFF's financial arm — from 2026-2030 through its Luxembourg's Climate and Energy fund. It also expects to maintain a long-term annual contribution to TFIF after 2030, but it did not specify the value nor length. TFFF aims to preserve tropical global forests and help pay developing countries $4/hectare (ha) for preserved tropical forests. The goal is to raise $125bn for the fund to protect 1bn ha (10mn km²) of tropical forests globally. Several countries backed TFF during Cop 30, such as Norway, Germany, Indonesia, France, Colombia, the Netherlands and Portugal. These countries, along with Brazil and Australia's Minderoo Foundation, had pledged a combined $6.7bn, according to Brazilian government officials. Norway's commitment to TFFF hinges on several conditions, such as that the fund mobilize at least NKr100bn ($10.55bn) by the end of 2026. The TFFF and other initiatives to combat deforestation, such as the Reducing Emissions from Deforestation and Forest Degradation (REDD+) framework, can generate a combined $9bn/yr to combat deforestation, Brazilian environment minister Marina Silva said in 2025. But the fund has been criticized by international environment groups for not addressing the impacts of agriculture, mining and hydrocarbon extraction in deforestation .
