The European Commission announced today that it will extend its steel safeguard investigation by a maximum of two months.
The commission will reveal definitive measures by 1 February. Preliminary measures in the form of tariff-rate quotas were introduced in July and are due to expire on 3 February 2019.
"The current provisional safeguard measures adopted against certain steel products ensures the necessary temporary protection of the union industry, so that an extension of the current investigation would not have negative effects," the commission said.
But the EU preliminary quotas for several steel products — mainly longs — have now reached a critical level, which raises questions about European supply of materials such as rebar and wire rod. Turkey was the single largest supplier of long products to the EU in the first 10 months of this year, with 35pc of the overall wire rod and 38pc of rebar imports originating there. It is now almost certain that the quotas for these products will be exhausted by the time the commission announces its decision, which will extend uncertainty for Turkish producers and could push export prices even lower.
Definitive safeguards will take a different form than the provisional ones, in that they will be applied quarterly and on a country-by-country basis for most of the product categories, market participants said earlier this month. But they questioned how would the commission would be able to monitor this effectively — and the extension to the probe suggests talks are still under way.
A decision on the definitive measures was previously expected in December-January, but the commission postponed this, citing the scope and size of the investigation as well as the vast amount of interested parties.
