Shell postpones FID on LNG Canada project

Shell and its partners have postponed indefinitely a final investment decision (FID) on the 26mn t/yr LNG Canada in British Columbia that was planned for the end of this year, despite receiving key regulatory approvals and having commercial and engineering contracts in place.

"LNG Canada remains a promising opportunity… however, in the context of global industry challenges, including capital constraints, the LNG Canada Joint Venture participants have determined they need more time prior to taking a final investment decision," the joint venture said in a statement.

"In the coming weeks, LNG Canada will continue key site preparation activities and work with its joint venture participants, partners, stakeholders and First Nations to define a revised path forward to FID," the statement said.

Shell leads the project with a 50pc stake, Chinese state-controlled oil firm PetroChina has 20pc and Japan's Mitsubishi and South Korea's Kogas 15pc each. The FID was postponed in the first quarter until the end of the year. Regulatory approvals received by the project include the green light for the planned Coastal GasLink pipeline project that would serve the planned LNG Canada export terminal.

Shell, which took over UK firm BG earlier this year in a $54bn deal, said last month it plans to moderate the pace of FIDs on LNG projects in the next couple of years, with capital expenditure (capex) on integrated gas expected to fall to $4bn-5bn/yr in 2017-18 from $6bn this year. The company said its integrated gas business, previously a growth priority, "has reached critical mass following the BG acquisition and planned growth in LNG, particularly in Australia".
