Uruguay charting spot on green H2 map

Uruguay is the latest South Amercan country looking for a spot on the green hydrogen map.

The government is working on a decree to promote the emerging energy source as it prepares to launch its first pilot program.

"Uruguay must be in this (green hydrogen) wave," said Uruguay's industry, energy and mining minister Omar Paganini. "We are going to be a small player in a world in transformation."

The government is considering tax incentives and preferential electricity prices for green hydrogen projects in order to stimulate initial investment.

Uruguay sees the development of green hydrogen as a key step toward decarbonizing its economy, leveraging its extensive renewable energy. An average of 97pc of Uruguay's energy generation in 2017-20 came from renewable sources, including hydro with 44pc, wind 32pc, biomass 18pc and solar 3pc.

Earlier this year, Uruguay launched a joint effort by the industry, energy and mining ministry alongside state-owned oil company Ancap and state-owned utility UTE to analyze proposals for the country's first green hydrogen pilot project.

The pilot project is likely to be focused on transportation, which is by far the largest consumer of fossil fuels, although the government says it is open to other alternatives such as green ammonia considering the importance of the agricultural sector in the country and the region.

After working with interested parties in the private sector, Uruguay's government will analyze proposals and launch a tender for the pilot project in the second half of the year.

In the meantime, it will approve all investment proposals that already have offtakers.

The Uruguayan approach will "facilitate investment but with the commercial risk resolved," Paganini said.

Elsewhere in South America, Chile and Brazil are working on green hydrogen regulations.

In southern Chile, local firm AME is close to starting construction on a pilot green methanol and net-zero fuels pilot project.

And in Brazil, Spanish Iberdrola subsidiary Neoenergia and French energy firm Qair are separately studying green hydrogen projects at Suape port. Other investors are eyeing opportunities at Pecem port.
