Japan to maintain regulated power prices

Japan is expected to maintain controlled price systems in the country's retail power market for an extended period, as major utilities continue to dominate the liberalised market and as weak competition highlights the necessity of consumer protection.

The share of 10 main utilities in the low voltage electricity market, which covers power contracts of less than 50kW, varies by region. But the lowest share among utilities was 73.5pc at Tokyo Electric Power as of March, while Hokuriku Electric Power had the highest share of 95.8pc, according to the Japan Electricity and Gas Market Surveillance Commission (EGC) under the trade and industry ministry (Meti).

Japan deregulated the country's retail power market in April 2016, which has allowed firms other than main utilities to start a retail power business. But Meti has left the option for consumers to choose regulated prices in their electricity contracts with the utilities, to protect them from potential hikes in retail prices in a nascent market.

Meti considers removing the control on retail power prices, when at least two retailers, other than utilities, expand their market shares to more than 5pc respectively in each market. High awareness of liberalised power market by consumers and establishment of fair-trade environment among utilities' retail arms and new entrants are also required to end the regulation. The target date to achieve these criteria is undecided.

The recent survey by EGC showed there were no service areas that had two retailers with more than 5pc each in March. Only Tokyo and the Kansai region, two biggest power consuming areas in Japan, had one retailer with more than 5pc, Tokyo Gas at 8.8pc and Osaka Gas at 10.7pc.

The survey also found that more than 90pc of power consumers have understood the liberalisation. The utilities have made progress in enhancing their fair wholesale power trading with other retailers, after they committed to doing so in July last year. But discussion of whether this meets the condition to end the controlled power pricing system is still required, EGC said.
