Petrobras, Excelerate to service TAG pipeline system

Brazilian state-run oil and gas company Petrobras and LNG supplier Excelerate Energy are the finalists to provide balancing and congestion management services to Brazilian pipeline company TAG for the next year.

TAG launched a tender for companies to offer these pipeline network services — previously provided by the monopoly-holder Petrobras. During the tender, two companies submitted proposals for gas congestion management, with Petrobras cleared for likely final approval. Three companies presented proposals for natural gas supply for balancing, with Excelerate moving on to the signing phase.

Network balancing is the process by which users add gas to and withdraw it from a pipeline system to align with earlier nominations and to maintain appropriate system pressure. The congestion correction service is similar, but requires a natural gas consumer with flexible needs, such as a thermal power plant, to receive gas from the network when necessary for operational reasons.

Further conditions on the contracts will be disclosed after signing, which must be completed by the end of December. Securing those services by 1 January is necessary for operation of new gas transportation activity.

The service fees that will be applied to all gas carriers on TAG's network will be disclosed after the contract signing.

TAG said it plans to create other ways to procure balancing and congestion management services in 2023 that are more sophisticated than the tender conducted this year, allowing for more competition when the market is more liquid.

Gas carriers that create imbalances in the pipelines and are not able to immediately resolve it by injecting gas will have to draw on TAG's gas injection service, procured with Excelerate. The pipeline company said the cost will be passed through.

The congestion management service has a different model, being shared as a surcharge among all gas carriers accessing TAG's pipeline. TAG will offer gas on the spot to a thermal power plant and will procure gas to attend spot needs. The cost of this operation, measured by fees charged by the gas buyer for its availability, will result in a tariff.

This surcharge will be charged from all carriers, even the ones with contracts previously signed with Petrobras, in the former gas sector model.
