Tokyo faces tight power supplies amid snow warning

The Tokyo metropolitan area of Japan is facing tighter electricity supplies, as a cold snap brings unusual snowfall and creates additional power demand for heating purposes amid limited solar output.

The capital area was forecast to have only a 3pc surplus of electricity supplies for today, which is the minimum reserve level needed to tackle any emergencies such as an unexpected power plant closure or a hike in power demand. Tepco Power Grid, which manages the power transmission network in the Tokyo area, has asked for supplies from other grid firms through power agency the Organisation for Cross-Regional Co-ordination of Transmission Operators (Occto) to avoid any blackouts during icy weather.

Hokkaido Electric Power Network, Tohoku Electric Power Network, Chubu Electric Power Grid and Kansai Transmission and Distribution plan to provide up to 1,920MW of generation capacity to Tepco Power Grid during 13:30-20:00 Japan time today following an order from Occto.

The Japan Meteorological Agency issued a snow warning today for the wider capital area, including the Tokyo, Chiba and Ibaraki prefectures. Tokyo had a snow depth of 8cm by 17:00 Japan time, while the surrounding prefectures of Kanagawa, Chiba and Ibaraki had 5-7cm depths of snow. The north and eastern parts of Japan, including the Aomori, Niigata, Yamagata, Fukushima and Gunma prefectures, have 165-279cm depths of snow.

Japan's largest power generator Jera restarted the 600MW No.5 gas-fired unit at its Anegasaki power plant on 4 January to help meet electricity demand in the Tokyo area, with the unit scheduled to operate until 28 February. The situation may be worse in the capital area without the temporary, additional capacity.
