EU skips provisional HDG AD duties on Turkey, Russia

Updates with information on provisional duties

The European Commission has decided against imposing provisional anti-dumping measures on Turkish and Russian hot-dipped galvanised (HDG) steel imports.

"Given the technical complexity of the case, the Commission has decided to continue the anti-dumping investigation and to not impose provisional measures at this stage," the commission has informed interested parties.

The commission started an investigation on 24 June 2021, and most market participants expected it to introduce provisional measures at the start of this year. But until last week, the commission was still visiting re-rollers in Turkey, which meant it was likely going to delay the introduction of measures.

The commission is expected to come out with a decision on any definitive measures by 23 August.

Market participants are still concerned about potential retroactive duties. In November last year, European steel association Eurofer requested that imports of HDG from Turkey and Russia are registered, which would allow for a retroactive collection of dumping duties.

The commission has until now not announced that it is registering imports, but it could decide to do so in theory. But sources say this is unlikely, considering it was unable to conclude on preliminary duties.

In a similar investigation in November 2020, the commission began registering imports of Turkish hot-rolled coil, before implementing provisional duties in January 2021, which became definitive measures in April 2021.
