China’s heatwave lifts Indonesia to China Panamax rates

Freight rates for 75,000t Panamax dry coal shipments from Indonesia to south China rose for the fourth consecutive day, on higher demand resulting from China's increased energy consumption.

Panamax rates on the Indonesia to south China route edged up marginally to $9.40/t from $9.15/t on 8 August, as increased demand reduced regional vessel availabilities.

Cargo enquiries for the Indonesia to China route rose by 75pc to seven on 12 August from four on 8 August,according to Argus records.

Demand in China's Hubei province hit an all-time high of 48.5GW on 8 August, according to Hubei's provincial energy administration. Increased air-conditioning usage led to high energy consumption from China as the temperature in Shanghai rose to 40°C on 11 August, the highest since 2017.

Freight rates could rise further in the short term as the EU's ban on Russian coal imports, effective from August 10, may create additional demand for mid- and high- calorific value Indonesian coal.

But Indonesia's decision to suspend the export permits of 48 coal producers early this week for non-compliance of the domestic market obligation (DMO) could pressure rates to move lower, if export volumes are impacted.

The market has yet to react negatively to the news, with some participants indicating that their suppliers were not affected.

Indonesia's energy ministry (ESDM) has issued letters of assignment to 123 companies in July after state-owned utility PLN sought help in shoring up coal stocks. Of these, only 52 were able to fulfil their requirements. A total of 71 companies were unable to comply, but several companies submitted letters explaining why they were unable to do so.
