France’s base oil flows weaker in 2022

France's base oil imports and exports in 2022 fell compared with the previous year with a slowdown in market activity, following ebbing demand and rising prices.

Base oil exports from France fell by about 6pc from 2021 to 570,200t in 2022. European base oil export prices were the highest globally throughout most of 2022, prompting buyers to seek other sources.

Refiners in the country produce primarily Group I base oils that makes up about 90pc of the country's nameplate production capacity. Base oil exports from France have been on the wane after a fire at the 240,000 b/d Gonfreville refinery in 2020. TotalEnergies has since permanently ceased its base oil production with lubricant demand expected to decline structurally.

Lubricant demand in the country has been weak with 2022 lube demand falling by about 5pc from the previous year to 512,000t. Lubricant demand has been on a downwards trend since 2011 that has prompted reduced imports. France's total base oil imports in 2022 fell by about 6pc to 854,300t.

Even as lubricant demand fell, outright Group I prices in the region have risen to their highest level on record. They were also the highest globally throughout 2022, with some grades being at record-high premiums relative to other regional values. Higher base oil prices reflect rising feedstock costs, more limited supply availability and higher freight rates.
