India to extend power tariff waiver for green hydrogen

India plans to extend an exemption for renewable hydrogen projects from electricity transmission fees that could reduce hydrogen production costs by over $1/kg for some plants.

The ministry of new and renewable energy (MNRE) now aims to waive inter-state transmission system (ISTS) charges for projects producing renewable hydrogen and its derivatives provided they are commissioned before the end of 2030.

The waiver was first introduced last year, but initially foreseen to apply only to projects commissioned by 30 June 2025 at the latest. But with lead times for renewable hydrogen and ammonia projects estimated at 30-36 months, it is "unlikely" that "substantial capacity" will be commissioned by mid-2025, MNRE said, making the extension necessary.

Based on the plans, the waiver would be granted for 25 years for eligible projects to make sure that they can benefit from reduced production of hydrogen and ammonia production costs for their full lifetime, the ministry said.

ISTS charges are in a range of 1-2 Indian rupees (1.2¢-2.4¢), depending on location, MNRE said. Assuming electricity consumption of 55-60kWh per kg of hydrogen, as estimated by the ministry, the exemption could consequently reduce hydrogen production costs by between 66¢/kg and $1.44/kg.

The waiver is applicable to power produced from wind, solar, hydroelectric or battery energy sources.

The extended waiver could help India achieve its target of 5mn t/yr of renewable hydrogen production by 2030, for which 125GW of additional renewable power is expected to be needed. Indian projects should produce hydrogen at the "cheapest rate" globally of around $1-1.5/kg, MNRE said.

India has seen a flurry of announcements for projects that are to produce renewable hydrogen and its derivatives and the government is preparing a production-linked incentive scheme to further support hydrogen output plans and electrolyser manufacturing.
