Japan’s Taiyo Oil to build SAF/RD plant in Okinawa

Japanese refiner Taiyo Oil plans to build a 220,000 kilolitre/yr (1.4mn bl/yr) sustainable aviation fuel (SAF) and renewable diesel (RD) production plant in the southern Okinawa prefecture.

The refiner and domestic trading house Mitsui will build the new plant at Taiyo Oil's Nansei Sekiyu refinery in Okinawa, with a targeted start-up in April 2028-March 2029. The companies will produce SAF and RD via the alcohol-to-jet (AtJ) process, utilising unused land and existing facilities, such as tanks and jetties, at the plant.

The produced SAF and RD are expected to be delivered to the domestic market and shipped to Asian countries, and the firms will also considering usingdomestic biomass as feedstock in the future, Taiyo Oil said.

The Nansei Sekiyu refinery is located in Nishihara town on central Okinawa island's east coast, and it is currently only used as an oil storage and terminal to supply the Okinawa market with oil products that are mainly delivered from Taiyo's 138,000 b/d Kikuma plant in Ehime prefecture. Taiyo bought a 100pc stake in Nansei Sekiyu from Brazil's state-controlled Petrobras in 2016.

Petrobras took full control of the Nansei Sekiyu refinery in 2010, but ceased refining operations in 2015. The plant currently holds 35 tanks that can store 6.1mn bl of crude, 3.5mn bl of products and 3,000t of LPG.
