Malaysian firm Petronas Lubricants International and Indonesia's state-controlled Kilang Pertamina Internasional have signed an agreement to explore a new greenfield lubricant base oil plant in Refinery Unit (RU) IV Cilacap of Central Java, Indonesia.
The agreement will lead to a technical and detailed feasibility study on the Indonesian market and growing regional markets such as China and southeast Asia, according to a joint press release on 14 September. The investment decision is likely to be concluded by 2025.
The new refinery will process raw materials from the existing RU IV Cilacap run by Pertamina, to produce up to 800 t/d of base oils as well as other products such as diesel fuel, naphtha and LPG. Group III 4cst and 6cst base oils are likely to be produced, according to Petronas.
Petronas produces premium grade base oils at its Melaka plant, with a production capacity of 60,000 t/yr of Group II neutrals and 220,000 t/yr of Group III base oils.
Pertamina currently operates a Group I base oils plant in Cilacap with a production capacity of 440,000 t/yr. The company also has a joint venture with South Korea's SK Lubricants to produce up to 505,000 t/yr of Group III base oils in Dumai, Indonesia.
