Indonesia names coal compensation fund banks

Indonesia's energy ministry (ESDM) has named three banks that will serve as partner agencies for its coal compensation fund that will be implemented in 2024.

The coal compensation fund will be managed by three state-owned banks — Bank Mandiri, Bank Negara Indonesia, and Bank Rakyat Indonesia. The three banks will be responsible for the collection of levies from export sales, as well as the disbursement of funds to coal companies that have supply contracts with PLN-owned coal-fired power plants.

Under the planned compensation scheme, all coal producers operating under IUP, IUPK and PKP2B mining permits will be required to deposit compensation funds before they are allowed to export coal, although the deposit amounts have not been disclosed.

The fund is aimed at compensating miners that sell coal to PLN, the sales of which are subject to a price cap, unlike international sales which are subject to free market prices. Coal sold to PLN is currently capped at $70/t.

The compensation fund could encourage more producers to sell their coal domestically, potentially making less coal available for export, although this will depend on prevailing market dynamics and prices, market participants have said.

Jakarta is targeting the full implementation of its coal compensation fund in 2024. The ESDM said that it aims to start trial runs by December this year in preparation for the full rollout and implementation of the programme.

Through this system, coal companies that sell coal to PLN will be able to recover their eroded revenue resulting from the price cap on coal sales to state-owned power plants, the ESDM said.

Payments by producers will be based on a percentage of coal prices and will be updated every three months or as needed, the ESDSM said. The levy collection and distribution system will be integrated with the existing electronic non-tax state revenue (e-PNBP) system currently being used by coal mining companies.
