US tariff hikes exclude Chinese used cooking oil

The US government's decision to hike tariffs on various Chinese imports does not include any change in policy around used cooking oil.

President Joe Biden directed the US trade representative today to raise tariffs on imports from China of electric vehicles, solar cells, and other materials critical for the clean energy transition, though an administration official told reporters that China-specific Section 301 tariffs issued by former president Donald Trump would otherwise "generally" remain the same.

The US trade representative's office confirmed that the action today involves no change in policy to Chinese used cooking oil imports, which have surged in recent years as a feedstock for low-carbon fuels like renewable diesel, or to any other products classified as "agricultural." China exported more than 2mn metric tonnes of used cooking oil in 2023, a record high, with 834,000t sent to the US.

The trade representative's office did not indicate either that any change in policy around used cooking oil tariffs is planned for the near term, telling Argus that concerns about China-origin used cooking oil were only "recently" brought to its attention.

"We look forward to engaging with stakeholders on it and will assess any options, as appropriate, once we learn more," the office said.

There is an existing 15.5pc tariff on China-origin used cooking oil, comprising 8pc applicable on all origins and a 7.5pc Trump-era tariff specific to China.

Renewable fuels that use waste feedstocks like used cooking oil generate more credits in low-carbon fuel standard programs along the US West Coast than similar fuels made from crop-based feedstocks. Under these programs, higher-carbon fuels that exceed annual carbon intensity limits incur deficits that suppliers must offset with credits generated from the distribution of approved, lower-carbon alternatives.

The US Environmental Protection Agency did not comment on the tariff decision but said that rising used cooking oil imports will shape its decisions around the Renewable Fuel Standard, a federal program that sets annual volume requirements for blending biofuels into the country's fuel supply.
