Vietnam’s scrap imports rise in 2024

Vietnam's ferrous scrap imports increased in the past year, given the recovering economy and a rise in steel production.

  • Total imports in 2024 rose by 14pc from the previous year to 4.92mn t, data from Vietnam's customs show. But this remained below the 2021 peak of 6.34mn t, despite the year-on-year increase.
  • The country imported 602,000t of scrap in December, marking the highest level since May 2022.
  • Vietnamese steelmakers gradually entered the seaborne market in the last quarter of 2024, despite weaker-than-expected domestic steel sales given delayed public spending. Mills shored up raw material inventories ahead of the lunar new year, as domestic suppliers usually take longer holidays.
  • Higher steel output in Vietnam, a result of strong economic performance, drove scrap imports higher in 2024. Vietnam's crude steel production rose by 16pc on the year to 20mn t in the first 11 months, according to latest data from the Vietnam Steel Association.
  • Vietnam's gross domestic product (GDP) rose by 7.6pc in the fourth quarter of 2024 compared with the same period last year, bringing the GDP growth for the whole year to 7.09pc. This was primarily driven by strong exports and robust foreign investment.
  • Market participants expect the steel industry to continue developing with increasing steelmaking capacity. But escalating trade measures in the global market pose risks to the Vietnamese steel industry.
  • US shipments nearly halved to 506,000t in 2024, and became Vietnam's third-largest scrap supplier after being second in 2023. Steelmakers preferred short-sea bulk cargo from Japan and Hong Kong for faster shipments and smaller tonnages in each shipment. Vietnamese buyers did not buy any deep-sea bulk cargo from the US for the entire year, and only bought deep-sea container cargoes.
  • Imports from Japan surged and its market share rose to 53pc in 2024 from 38pc in 2023. Vietnam was a more important market for Japanese sellers in 2024, as buyers from South Korea and Taiwan were less active in the Japanese scrap seaborne market given stagnant steel sales.
