India extends LPG subsidy, but cuts cylinder refills

India's low-income LPG users will receive a subsidy of 300 rupees ($3.38) for each 14.2kg LPG cylinder for the ongoing fiscal year ending March 2026. But the number of cylinder refills was lowered to 9/yr, down from 12/yr in the previous fiscal year, according to a government document released on 8 August.

Those set to receive subsidies are under the Indian government's flagship programme Pradhan Mantri Ujjwala Yojana (PMUY), which aims to help low-income consumers transition to using LPG.

The Indian government has not disclosed the reason for lowering the number of cylinder refills. But market participants have attributed the fall in cylinder refills this year to LPG growth nearing saturation.

New Delhi has revised the overall amount of LPG subsidies for PMUY beneficiaries in the ongoing fiscal year to Rs120bn ($1.37bn). This is up from the previous estimate of Rs91bn that was announced in February, but lower than that of the Rs127bn in fiscal year 2024-25.

Under-recovery

New Delhi also announced Rs300bn for domestic oil marketing companies to compensate the companies for their under-recovery when selling domestic LPG cylinders to low-income households below cost.

But the amount is lower than the total losses of IOC, BPCL and HPCL for fiscal year 2024-25, which is estimated at Rs412.7bn.

A Rs50/cylinder rise in domestic LPG prices in April and softening Saudi Aramco contract prices over the last few months has helped oil marketing companies to reduce their under-recovery for the current fiscal year, analysts said.

India's LPG demand rose by 5pc on the year to 18.6mn t during January-July, oil ministry data show. The oil ministry forecasts India's LPG consumption to grow by 5pc on the year to 33mn t in fiscal year 2025-26.
