Spanish demand for biodiesel and hydrotreated vegetable oil (HVO) fell in September, according to state-controlled reserves agency Cores, which made upwards revisions to 2025 consumption.
Demand for biodiesel and HVO was 105,000t in September, down from 130,000t in August and lower than Cores' revised 140,000t for September 2024. More unusually, demand was also under the reserve's initial 115,000t estimate for September 2024, which it has revised upwards three times.
Cores did not revise its 2024 data in this release, but did make revisions to demand this year including raising January demand to 145,000t from under 120,000t. It cut demand slightly for several following months, and now puts consumption in January–September at 1.1mn t, down from a revised 1.3mn t in the first three quarters of 2024.
The agency says 2024 biodiesel and HVO demand was 1.74mn t, up from earlier revisions of 1.71mn t and 1.63mn t, and from an initial 1.37mn t, but still below 1.96mn t in 2023.
The blend rate for biodiesel and HVO in the first nine months of 2025 was 6.8pc by volume, compared with 8pc for full-year 2024. Cores initially estimated the 2024 blend rate at 6.1pc. The 2025 figure is likely to be revised upwards in the second quarter of 2026.
The blend rate for September was 5.9pc, the lowest since September 2022 (see chart).
Cores rarely revises its diesel consumption figures by any material amount. The decline in September biodiesel and HVO demand — even compared with the reserve's initial September 2024 estimate — came as it reported rising diesel consumption. Cores said Spain consumed 1.82mn t of diesel in September, up by 2.4pc on the year.
Spain has some of the strongest economic growth in the EU and the rise in diesel consumption comes on the back of a small increase in 2024. Diesel demand in January–September was 16.5mn t, up by 0.8pc on the year.
