EU to add jet tariff to Indian imports

Washington, DC, 12 July (Argus) —Imports of Indian jet fuel into Europe will be subject to tariffs from 2014, putting further pressure on airlines that were already staring down higher costs for jet from the Mideast Gulf.

Starting on 1 January, 2014, aviation fuel from India – another key supplier to Europe – will be subject to a 4.7pc import duty. Fuel accounts for anywhere from 30pc to 45pc of an airline's operating costs – the largest single expenditure for many.

The latest change was formalised by the EU in December, but is separate from the removal of duty-free access from the six Gulf Cooperation Council (GCC) countries, which will be taken entirely out of the Generalised System of Preferences (GSP) scheme that streamlines export access to the EU for developing countries. For India, only certain exports – including petroleum products – will now be subject to tariffs, as the EU has determined it is competitive on oil product exports, and thus no longer merits duty free access.

The development leaves South Korea, which benefits from a free trade agreement with Europe, on a dwindling list of jet exporters not subject to the duty. Exports from Libya to EU countries will also be subject to the 4.7pc tariff from January 2014, when it also ceases to benefit from the GSP tariff reduction due to its classification as an upper-middle income country by the World Bank for three consecutive years.

It comes at a time when Europe's reliance on imported jet has risen notably following refinery rationalisation throughout 2012. In that year, exports from the UAE alone to Europe rose by 50pc, and the GCC countries accounted for around 35pc of Europe's import needs, averaging around 225,000 b/d.

Indian exports in 2012 averaged 48,000 b/d in 2012, according to Eurostat, and they have been roughly stable in 2013. Jet exports from South Korea to Europe, currently standing at 30,000 b/d, are likely to increase further, given the new advantage.
