Enterprise Products Partners will curtail shipments of propane on its TE Products (Teppco) pipeline due to impending capacity constraints on the system.
The company elected to enact its "Propane Inventory Policy" to protect the integrity of the pipeline, which is nearing capacity. Under the policy, shippers may not transport volumes exceeding a limit set by the pipeline, and may be charged over-storage fees for doing so. Enterprise also reserves the right to dispose of product exceeding the shippers allowable inventory.
The notice comes after the EIA reported US inventories rose by 3.215mn bl to 63.288mn bl last week, putting nationwide stocks 11pc above the five-year average. US stocks have been growing at a pace of 2.89mn bl per week since May, and are expected to continue building until October, when crop drying and heating demand picks up.
Last winter, the Federal Energy Regulatory Commission in an unprecedented ruling mandated that Enterprise prioritize shipments of propane on Teppco following a shortage of supply in the northeast US.
