Iraq insecurity delays Iran gas project

Iraq's unstable security situation will delay plans for Iranian gas imports, Iran's oil minister Bijan Namdar Zanganeh said.

Iran had planned to start gas exports to Iraq this year, but pushed back the plan to March 2015 after facing delays to pipeline construction on its side of the border. Zanganeh did not give a new timescale for the latest project delay.

An area through which part of the gas pipeline must be laid is under the control of militant group Islamic State, Zanganeh said.

Iran's deputy oil minister for international and commercial affairs Ali Majedi told Argus in July that a spur connecting the main gas pipeline to the al-Mansoureh power plant needed further construction, but that work was hampered by the presence of security forces in the area.

The power plant is one of three in the Baghdad area, along with the Quds and Baghdad facilities, which will receive up to 25mn m³/d of Iranian gas. Once the pipeline is complete and tested gas flows will start at a rate of 7mn m³/d.

The two countries have held talks and signed a preliminary agreement to raise deliveries to 40mn m³/d, while extending the contract length from four to 10 years. Talks have also taken place over a second gas line to export 20mn-30mn m³/d of gas to Basrah.
