Uganda suspends NGOs for meddling in oil politics

A non-governmental organisation (NGO) at the forefront of campaigns opposing Uganda's nascent oil sector has had its operations suspended by the government.

The Africa Institute for Energy Governance (AFIEGO), which is based in Uganda, has been barred along with 53 other NGOs over non-compliance with regulations that ban their involvement in politics. AFIEGO chief executive Dickens Kamugisha has described the suspension as a "state witch hunt" against organisations fighting for the rights of people affected by Uganda's oil projects.

"AFIEGO and its partners have been targeted because they play key human as well as environmental rights protection roles in the oil and gas sector," Kamugisha said. The NGOs aim to hold the government accountable and AFIEGO will continue playing an integral role in protecting Ugandans and the country's environment, he said.

Uganda aims to begin exporting crude from fields in the Lake Albert basin via an export pipeline to the Tanzanian port of Tanga in 2025. The country plans to build a domestic 60,000 b/d refinery to process some of the crude.

AFIEGO has been spearheading campaigns to ensure that people affected by the development are duly compensated and resettled. The pipeline has met resistance from more than 260 not-for-profit organisations around the world which argue that its route threatens ecologically sensitive areas. They say its construction will impact wildlife reserves and water catchment areas around Lake Victoria and have urged banks not to extend loans to fund it.
