Japan’s Shinchi power plant to return before midwinter

Japan's earthquake-hit Shinchi coal-fired power plant is likely to return in time for the midwinter peak power demand period, with its restart advanced by around two months from a previous schedule.

Japan's Soma Kyodo Power, jointly owned by utility Tohoku Electric Power and thermal power producer Jera, is expected to restart the 1,000MW No.1 unit at Shinchi in northeast Japan's Fukushima prefecture on 31 October instead of the previous target of 31 December, according to a notice by the Japan Electric Power Exchange. The 1,000MW Shinchi No.2 unit is scheduled to return on 13 January 2023, rather than the previous forecast of 31 March 2023.

The No.1 unit at Shinchi was forced to shut on 16 March when a powerful earthquake hit the Fukushima area. The No.2 unit had been closed since 12 March because of a technical issue. But earthquake-related issues have extended its closure.

The earlier return of Shinchi plant, which supplies electricity to the capital Tokyo and Tohoku areas, will offset the impact of possible power shortages in both regions, where the power reserve level was forecast as of 30 June at 1.5pc for January and 1.6pc for February in case of the coldest weather in the past decade. These levels, which assumed the availability of only the Shinchi No.1 unit, are below a minimum 3pc needed for any emergencies.

The No.1 and No.2 units at Shinchi typically consume around 4.5mn t/yr of imported thermal coal, according to Soma.
