Grain corridor activity remains sluggish

The Black Sea grain corridor's activity continues to be sluggish since the grain deal extension in late November owing to slow vessel inspections and a general decrease in their number, which has significantly slowed exports of agricultural products from Ukraine.

The number of daily vessel inspections by the Joint Co-ordination Centre (JCC) remains critically slow, decreasing to an average of 3.5 per day for inbound ships and three per day for outbound vessels in November, with the Russian side deliberately slowing them, Ukraine's deputy infrastructure minister Yuriy Vaskov said on 7 December at a meeting organised by the Trend and Hedge Club.

The number inspections of ships inbound and outbound at Ukrainian seaports accelerated during Russia's brief suspension of its participation in the grain corridor deal in late October-early November, but has since slowed again. As of 7 December, at least 75 inbound vessels and 27 outbound were waiting for inspection by the JCC.

As a result, only 2.64 mn t of agricultural products were shipped from the Pivdennyi, Odessa and Chornomorsk (POC) ports last month, down by 1.63mn t from October.

Ukraine has officially appealed to the partners of the grain initiative — the UN and Turkey — and submitted proposals to ensure the effective operation of the JCC, including increasing exported volumes as well as transhipment capacity of POC ports, which are currently used only at around 50pc. Ukraine has also proposed conducting at least 12 inbound and outbound inspections per day each, which could ensure monthly shipments of around 6mn t of agricultural products from the country.

Ukraine, Turkey and the UN have agreed that 40-45 outbound vessel inspections per week would be optimal for grain corridor operation and efficiency, while the number of inspections has dropped to an average of 24 per week or even lower in recent weeks. To ensure this, the UN and Turkey, which are guarantors of the grain initiative, continue diplomatic negotiations with the Russian delegation.

To speed up the process, Ukraine additionally has suggested stopping inspections of outbound ships, with Turkey and the UN supporting the proposal, as well as redirecting small-sized ships to the Danube river ports, while using the POC ports for Handy-sized and Panamax-sized vessels.

The Black Sea grain corridor agreement, which was signed in Istanbul on 22 July on two mirror copies by Turkey and the UN with Ukraine and Russia separately for 120 days, was automatically renewed for the same period beginning on 19 November, and now will be valid until 19 March 2023.

About 13.3mn t of grains, oilseeds and by-products have been shipped from the POC ports since Ukraine's Black Sea exports resumed on 1 August, with at least 531 vessels departing for ports in Asia, Europe and Africa.

Singapore, 23 January (Argus) — The Philippine Department of Agriculture (DA) has reiterated plans to distribute funds to rice farmers over the planting season following a meeting with President Ferdinand R. Marcos Jr on 13 January. This is aimed at boosting the local palay (unhusked rice) output for 2025. The Rice Competitiveness Enhancement Fund has tripled to 30bn pesos ($513mn) in 2025 from previous levels of 10bn pesos ($171mn), sourced from tariffs collected on imported rice. This comes on the back of a revised Rice Tariffication law signed on 9 December to extend funding for the modernisation of the rice industry. Around 6bn pesos of the initial 10bn pesos will be allocated for farm mechanisation, with 4bn pesos for seeds. Other components to be funded include solar irrigation, diversification, and rice farmers' financial assistance. This will help farmers get agricultural support over the planting season, including the timely delivery of input seeds and fertilizers, which will ensure efficient planting and increase productivity, according to spokesperson from the Phillipine Department of Agriculture (DA) Arnel de Mesa. The DA is anticipating an increase in unhusked rice production for 2025 and has raised output projections to 20mn t, higher than the 19.3mn t projected in late-2024. Sao Paulo, 22 January (Argus) — The Brazilian today real continued to strengthen against the US dollar, thanks to increased investor confidence domestically and an easing in the dollar globally in recent days after the real tumbled in the last weeks of 2024 on fiscal concerns. The exchange rate ended the session at R5.946/$1, as the real appreciated by 1.4pc on the day. The real has strengthened by about 7.8pc to the dollar from an intradday low of R6.4/$1 on 25 December. The last time the exchange rate between the two currencies ended the day below the R6/$1 threshold was on 11 December, when it stood at R5.989/$1. The real's recent appreciation took place as domestic investors are more confident about the country's spending cut plans, according to Sidney Lima, an analyst at Ouro Preto Investimentos, an investment management firm. But it is hard to say whether the recent appreciating trend will continue in the future, he said. That will "depend on the continuity of fiscal reforms in Brazil and global economic conditions," he added. At the same time, the US dollar index, which tracks the dollar against six main trading partner currencies, has fallen from a more-than two-year high on 12 January on uncertainty over whether US president Donald Trump will follow through on his tariff threats. Sao Paulo, 22 January (Argus) — Chinese authorities temporarily banned Brazilian soybean imports from specific company units after finding "unauthorized components" in their shipments, Brazil's agriculture and livestock ministry Mapa said today. China's general administration of customs (GACC) notified Brazilian authorities about unauthorized components identified in soybean shipments from five companies, but none were fully banned from exporting to the Asian country. The Brazilian government clarified that unauthorized components were identified in cargoes belonging to one unit each from the five companies. The five units are temporarily banned from shipping cargoes to China, while investigations continue, Mapa said. The Brazilian government did not disclose the companies' names. Other units of the firms are still authorized to export to China. Sources from one of the affected trading companies confirmed the temporary ban to Argus , highlighting that traces of plant diseases and unauthorized pesticides were identified in the cargoes. This company's legal team is overseeing the matter, the sources told Argus . It is common for Chinese customs to inspect each cargo that arrives in its ports, with Chinese and Brazilian authorities exchanging information on the results directly. Some market participants said that this case may lead to a stricter inspection and clearance process for soybeans, while others are confident that the temporary ban and investigation are only routine. China is the world's largest soybean importer, receiving at least 60pc of the global soybean imports each year, according to the US Department of Agriculture. Brazil accounts for the largest share of imported volumes, while Chinese buyers receive most of the country's oilseed exports. Brazil's national association of cereal exporters Anec estimates that China received 76pc of the 97.3mn metric tonnes the South American country exported in 2024. Major NOLA terminals closed for winter storm

Houston, 21 January (Argus) — The port of New Orleans remains closed on Tuesday afternoon due to US Gulf coast snow storms, causing terminals to shut or declare force majeures. Port officials cut off water supplies to port facilities beginning 19 January because of freezing temperatures, significant snowfall and high winds forecast by the National Weather Service (NWS). Operations are expected to be down at least for the rest of today. Host's United Bulk Terminal location at Nola declared force majeure on 20 January because of an expected 3-6 inches of snowfall. The port of Lake Charles in Louisiana also closed on 20 January and the Sabine-Neches Waterway on the Texas-Louisiana border was closed on 21 January. Associated Terminals at Nola closed its doors early on 21 January due to the storm. The company said vessels will be discharged once weather conditions improve and personnel are able to return to the site, but did not give a specific date. Major barge line ARTco, the transportation arm of ADM, shut down operations as well and is anticipated to return to 22 January if weather permits. CGB Barge has also halted operations in New Orleans and is waiting for conditions to improve before resuming work. Arctic conditions are anticipated at the port through Thursday, according to the NWS. Travel will be hazardous due to the snow, ice and wind chill of up to 20mph. Brazil pushes climate leadership in Davos

Sao Paulo, 21 January (Argus) — Brazil is looking to build an "ecological legacy" and called on richer countries to invest in its growing sustainable markets as it prepares to host the UN Cop 30 climate summit later this year, government representatives said at the World Economic Forum (WEF) in Davos. "The last two Cop editions were held in countries where most of their economy relies on oil exploration," northern Para state governor Helder Barbalho said at WEF today. "For the first time this year, we will have the international community debating climate change and economy while standing in the largest rainforest in the world." Brazil will host Cop 30 in November in Para's capital Belem, at the mouth of the Amazon rainforest. It tapped veteran diplomat Andre Aranha Correa do Lago , an advocate of sustainable development, to preside over the summit. Also speaking at WEF, Brazil's supreme court president Luis Roberto Barroso focused on government efforts to prevent environmental crimes and regulate new sustainable market. Throughout President Luiz Inacio Lula da Silva's third administration — which began in 2023 — Brazil approved its carbon credit trade market as well as offshore wind generation and biofuels regulation . Barroso said that the Brazilian judiciary branch, along with the legislative and executive power, established ecological and landownership matters as major priorities. Para's governor touted its major achievements from 2019-2024. The state is Brazil's former largest largest greenhouse gases (GHG) producer, but has reduced its emissions. "People used to think that, in order to increase income, we should destroy our forests and open space for other activities," Barbalho said. "Today, we know how to take advantage of our forests to create sustainable jobs, new ways of income and to diversify our economy while preserving current flora and fauna." Although Para increased its cattle raising by 3mn from 2021-2024, it cut deforestation in Amazonian lands by 42pc because of sustainable practices and financial incentives for farmers to preserve native vegetation, Barbalho added. The state is also focusing on the carbon credit market, the governor said. Recently, Para sold carbon credits equivalent to over 12mn metric tonnes of CO2 , raising $1bn to be used in continuous emission-reducing practices thanks to state-issued policies. New growth Still, Brazil cannot meet its previous Cop pledges with only its current forests and without reforestation. Almost 50pc of Brazil's GHG emissions came from land-use and forestry as of January 2024 . In November, Para created Brazil's first forest restoration concession, which will allow companies to participate in an open call to reforest and restore the damaged area of the Triunfo do Xangu environmental reserve. Once the restoration is done, the company will generate revenue through carbon credits from the recovered area. Brazil — which saw increased deforestation during president Jair Bolsonaro's administration in 2019-2022 — has been targeting reforestation as part of its efforts to meet its emissions-reduction target. Brazil's mines and energy minister Alexandre Silveira is also in Davos and seeking to attract investment in renewable energy-fueled data centers in Brazil, the ministry told Argus . The data center plan is under development and will be concluded by the end of the first half. Data centers consume up to 2pc of all power generated in the world and are responsible for 0.3pc of all CO2 emissions, according to the US International Energy Agency. But Barroso ended the panel saying that "climate change deniers made a triumphant return." On Monday, US president Donald Trump pulled the US out of the Paris Climate agreement . "I'm immediately withdrawing from the unfair, one-sided Paris climate accord rip-off," Trump said at a rally later in the day. "The US will not sabotage their own industries while China pollutes with impunity." Trump is scheduled to speak at Davos on 23 January. Throughout his campaign, Trump repeated the slogan "drill, baby, drill" as part of his support for fossil fuel production in the US.
