Lula taps Silveira for Brazil's mines, energy seat

Senator Alexandre Silveira will lead Brazil's ministry of mines and energy — which determines the nominees for state-controlled Petrobras' board of directors — president-elect Luiz Inacio Lula da Silva said today.

Alexandre Silveira is a member of the center-right Social Democratic party (PSD), which is aligned with Lula's administration. The party will have the second largest caucus in the senate and elected 42 congressmen.

The future mines and energy minister was a federal congressman representing Minas Gerais state from 2007-2014. He has been a senator since replacing Antonio Anastasia in February 2022. His term ends in December.

Other ministries

Lula also announced the remaining 16 ministers that will compose his administration.

Brazil will have 37 ministries as of 1 January when Lula, who presided over the country from 2003-2010, begins his third term. Outgoing president Jair Bolsonaro's administration has 23 ministries.

Carlos Favaro, also from PSD, will head the agriculture ministry. A senator from Mato Grosso state since 2020, Favaro is one of the founders of Brazil's agricultural parliamentary front and was Mato Grosso state's soy and corn producers association (Aprosoja-MT) president. He coordinated the agriculture department during Lula's electoral campaign. Favaro told Argus in November that Lula may invest more in fertilizer production and bring light to subjects that were put on hold by the current administration.

Additionally, Lula split the agriculture ministry and recreated the ministry of agrarian development, which will be led by Paulo Teixeira from the president-elect's Workers Party (PT). He was recently reelected for a fifth consecutive term as a federal congressman.

The planning ministry will be headed by Simone Tebet, from the influential Democratic Movement party. She is a former Mato Grosso do Sul state senator and received the third-highest amount of votes in the 2022 presidential elections. Lula said today that her support in the second turn was important for his victory. Negotiations about which ministry she would lead extended for weeks. Tebet will work closely with economy minister Fernando Haddad, from PT.

Lula also tapped Marina Silva, from the Sustainability Network party, as environment minister. Marina is a globally recognized environmental leader and held the environment minister seat in previous Lula administrations. She was elected as Sao Paulo state's federal deputy in this year's elections.

Eleven women will hold ministry seats during Lula's administration, the highest number in Brazil's history. The country's state-owned banks, Banco do Brasil and Caixa Economica, also will be headed by women for the first time, Lula said today.
