US again targets Iran-China crude trade

US sanctions enforcers today placed two Hong Kong and UAE-based companies and four tankers they operate on the US sanctions list over suspected violations of a US prohibition on Iranian crude exports.

Hong Kong-based Cielo Maritime and UAE-based Global Tech Marine Services have shipped Iranian crude, allegedly for the benefit of Iran's Islamic Revolutionary Guard Corps (IRGC), the US Treasury Department said today. The two companies shipped Iranian crude aboard tankers Mehle, Sincere 02, Molecule and Fortune Galaxy, according to Treasury.

The IRGC has transferred proceeds from those sale to Yemen's Houthi militants, Treasury said. "The US continues to take action against the illicit Iranian financial networks that fund the Houthis and facilitate their attacks," treasury undersecretary Brian Nelson said.

The sanctions announcement came hours after the US and the UK carried out air and missile strikes against facilities in Yemen that the allies said were used to target commercial shipping in the Red Sea.

The extensive US sanctions regime in place since 2019 has blocked Iran from selling oil to most of its customers. But Tehran over time has found ways to successfully bypass the US sanctions, using a fleet of its own tankers, front companies and a "shadow fleet" engaging in ship-to-ship transfers to continue shipping oil, primarily to China.

The most recent US sanctions action targeting this trade appears to have had a more disruptive effect than usual. Treasury in November sanctioned Hong Kong trading firm Puyuan, briefly stranding 8mn bl of crude shipments by IRGC affiliates to China, although that shipping network now appears to have established new sales channels.

China imported 1.2mn b/d of crude from Iran last year, much of it masked as Malaysian crude. Far less will arrive this month, Chinese trading firms say. Iran is demanding far higher prices for its crude, putting pressure on the Chinese independent refiners that depend overwhelmingly on discounted Iranian oil.
