Орский НПЗ остановлен из-за наводнения в Оренбургской области
Орский НПЗ (Оренбургская обл.) компании «Фортеинвест» приостановил работу с 7 апреля на неопределенный срок из-за наводнения в регионе, вызванного сильными паводками. По данным участников рынка, до остановки завод уже работал с уменьшенной загрузкой, поскольку 1 апреля начался профилактический ремонт на нескольких блоках первичной и вторичной переработки.
«Фортеинвест» принял решение временно приостановить работу Орского НПЗ во избежание экологических рисков, в целях соблюдения техники безопасности и для обеспечения безопасности труда на производстве, сообщили Argus в компании 8 апреля. Сроки возобновления деятельности НПЗ зависят от ситуации с наводнением, отметили в «Фортеинвесте».
В результате паводка на реке Урал на прошлой неделе в Орске произошел прорыв дамбы. МЧС России квалифицировало ситуацию в Оренбургской области как чрезвычайную ситуацию федерального значения.
Пик паводка в Оренбургской области ожидается 10 апреля, а для стабилизации ситуации потребуется еще как минимум десять дней, по данным администрации региона и Гидрометцентра России. По состоянию на 6 апреля местные власти эвакуировали более 4200 жителей с территорий, находящихся под угрозой наводнения, во многих районах области было нарушено энергоснабжение.
Мощность Орского НПЗ составляет около 6 млн т/год. В 2023 г. завод переработал 4,55 млн т или в среднем 380 тыс. т/месяц нефти, при этом около половины продукции, или 2,06 млн т, предприятие отгрузило на экспорт, по данным участников рынка. В структуре экспорта около 40% составляет дизельное топливо: поставки этого продукта в порт Новороссийск осуществляются с использованием трубопроводной системы «Транснефти», а отгрузки дизтоплива в страны Средней Азии – по железной дороге. Поставки на экспорт бензина, нафты, авиационного керосина, мазута и битума также осуществляются железнодорожным транспортом.
В январе-феврале переработка сырья на Орском НПЗ соответствовала среднемесячному показателю прошлого года, и в марте его загрузка, по предварительным данным, не снижалась. Но 1 апреля на заводе начался профилактический ремонт двух установок первичной переработки суммарной мощностью около 2,8 млн т/год, что составляет примерно половину его установленной мощности. Также с 1 апреля были выведены в ремонт несколько блоков вторичной переработки, в том числе установка гидрокрекинга и одна установка каталитического риформинга. По данным участников рынка, профилактический ремонт должен был завершиться 25 апреля – будет ли компания корректировать эти сроки из-за паводка, не известно.
Временная остановка Орского НПЗ не повлияла на отгрузки топлива, в резервуарном парке завода есть достаточный объем запасов произведенных ранее нефтепродуктов, сообщило 8 апреля государственное информационное агентство ТАСС со ссылкой на пресс-службу предприятия. Используемая для отгрузок продукции с завода железнодорожная станция Никель работает в штатном режиме, при этом первоочередными являются заявки на отгрузки автомобильного топлива самовывозом для обеспечения потребителей Оренбургского региона. «Ближайшие десять дней завод сможет обеспечить отгрузку дизельного топлива и бензина самовывозом для нужд региона на том же уровне, как и до чрезвычайной ситуации», — говорится в сообщении предприятия, которое приводит ТАСС.

Houston, 15 May (Argus) — Authorities closed a six-mile section of the Gulf Intracoastal Waterway (GIWW) near Galveston, Texas, because of an oil spill caused by a barge collision with the Pelican Island causeway bridge. The section between mile markers 351.5 and 357.5 along the waterway closed, according to the US Coast Guard. A barge broke away from the Philip George tugboat and hit the bridge between Pelican Island and Galveston around 11am ET today. Concrete from the bridge fell onto the barge and triggered an oil leak. The barge can hold up to 30,000 metric tonnes of oil, but it was unknown how full the barge was before the crash, Galveston County county judge Mark Henry said. It was unclear when the waterway would reopen. An environmental cleanup crew was on the scene along with the US Coast Guard and Texas Department of Transportation to assess the damage. Multiple state agencies have debated the replacement of the 64-year-old bridge for several years, Henry said. The rail line alongside the bridge collapsed. London, 15 May (Argus) — A cargo of low-sulphur straight run fuel oil (LSSR) produced at Nigeria's 650,000 b/d Dangote refinery has been delivered to Europe for the first time. The 90,000t cargo was loaded at Dangote's terminal in Lekki on 25 April and discharged in Rotterdam on 13 May, according to data from trade analytics firm Kpler. The cargo will likely be used as a blendstock to produce very-low sulphur fuel oil (VLSFO), market participants said. Roughly 72pc of the fuel oil exported from Dangote has been delivered to the US since the refinery offered its first LSSR export tender in mid-February . A total of just under 620,000t has been delivered so far. Another LSSR shipment of 83,400t departed the refinery on 7 May, according to trade analytics firm Vortexa. It is scheduled to arrive in France on 22 May, but market participants say this is unlikely to be the cargo's final destination. LSSR price assessments on a fob Amsterdam-Rotterdam-Antwerp (ARA) basis have stayed at a $5/bl premium to front-month Ice Brent crude futures this week, narrowing from an 18-month high of $7.50/bl in mid-April . Maintenance work that began in the first quarter affected fluid catalytic cracking (FCC) units at some refineries. FCCs take LSSR and low-sulphur vacuum gasoil to increase gasoline yields. Edinburgh, 15 May (Argus) — Italy's Eni said today that it has cut its net scope 1 and 2 emissions in the upstream sector by 40pc in 2023, compared with a 2018 baseline. Eni has also cut scope 1 and 2 emissions by 30pc for the whole business during the same period, it said. Scope 1 refers to emissions directly stemming from an organisation's activity, while scope 2 refers to indirect emissions from purchased energy. The firm has a target to be net zero upstream for scope 1 and 2 emissions by 2030, and by 2035 for the whole company. It also has a goal of being net zero across all its businesses, including scope 3 emissions that are generated by use of its products, by 2050. Eni said it agrees with the UN Cop 28 deal struck by almost 200 countries in Dubai last year, and for "the need for the energy transition to take place in a fair, orderly, just and pragmatic manner". But it added that this includes expanding its gas portfolio, as well as investing to reduce emissions from oil and gas output. It said investing in gas is "a bridging vector in the energy transition pathway", citing the acquisition of Neptune Energy and the start of LNG production in Congo (Brazzaville). Eni completed the purchase of assets of gas-focused UK-based independent Neptune Energy in January. The Cop 28 agreement acknowledges the need to transition away from fossil fuels in energy systems "so as to achieve net zero by 2050 in keeping with the science", but it also "recognises that transitional fuels can play a role in facilitating the energy transition while ensuring energy security". Some climate non-governmental organisations and countries particularly vulnerable to the effect of climate change have warned that this could create loopholes benefiting the development of fossil fuel resources, including natural gas. Eni in March said that it has cut its spending plans by around 20pc through to 2027 as it looks to focus on the quality of upstream projects and streamlined development to grow its oil and gas production by an annual 3-4pc. "Natural gas will continue expanding its share of production," Eni chief executive Claudio Descalzi said. The firm is also looking to raise its renewable energy capacity to 4GW this year from 3GW at the end of last year, and then double this to more than 8GW by 2027.
