Saskatchewan starting production of rare earth metals

Canada's Saskatchewan Research Council (SRC) produced its first rare earth metals at a commercial scale in summer 2024, ahead of schedule and putting its processing facility on track to become fully operational in early 2025.

SRC's rare earth processing facility is currently set up to produce 10 t/month of neodymium-praseodymium (NdPr) metal, with purities greater than 99.5pc and conversions greater than 98pc. It has been able to demonstrate its technology at a commercial scale with relatively little upfront investment in raw materials, thanks to tolling agreements finalised in July 2024 with several international clients to convert individual rare earth oxides into metals at the processing facility.

SRC now plans to increase the plant's metal production rate to 40 t/month by the end of December 2024. Once fully operational early next year, the plant aims to produce around 400 t/yr of NdPr metal.

SRC — Canada's second-largest research and technology organisation — has been pushing to develop a rare earths hub in Saskatchewan for several years. Once due to come on line in 2023-24, the processing facility has faced delays but continues to garner government support. Overall, since 2020 the project has received $71mn in funding from the government of Saskatchewan, as well as $30mn in combined funding from Canada's national government.

SRC has built ties with international counterparties to secure feedstock for the plant — most recently an agreement signed last month with Australia's Arafura Rare Earths to develop a framework for the toll processing of a samarium-europium-gadolinium/heavy rare earths (SEG/HRE) product from the latter's Nolans project at SRC's planned facility in Saskatchewan.

SRC in April 2024 signed an agreement in principle with Vietnam's Hung Thinh Group (HTG), under which HTG will supply SRC with up to 3,000 t/yr of rare earth carbonate for five years beginning in June 2025.
