The German bitumen market's prospects for later this year suffered a blow as Autobahn Gmbh stopped issuing new tenders because of lack of funds as a new government budget is held up.
Autobahn Gmbh notified market participants of this sudden freeze in tenders from 11 July, although details could not be confirmed.
No short term impact to infrastructure activity has emerged, but the announcement hit the outlook for later this year, with market participants becoming much more cautious on bitumen demand, with pressure on prices and activity particularly likely to be felt when Germany goes into peak season in September-October.
The German government is yet to finalise its 2025 budget formally — it adopted a second draft of the 2025 federal budget, a draft budget support act, benchmark figures for 2026–29, and a draft act establishing the Special Fund for Infrastructure and Climate Neutrality in June, but is unlikely to finalise until September, putting the brake on further spending.
Market participants anticipate further declines in bitumen consumption over the course of this year, with 2025 likely to be down compared with 2024's total.
