Compatibility concerns and fuel availability will overshadow progress made in meeting approaching 0.5pc sulphur marine fuel regulation.

Marine fuel contamination issues, which plagued the US Gulf bunkering sector the second and third quarter of 2018, have subsided. Gulf bunker fuel demand rose in the fourth quarter. But as the dust settles, we could see more lawsuits filed by shipowners and ship charterers against bunker traders, and in turn bunker traders suing blenders and refiners for damages to vessels caused by the contaminated bunkers. There is also the potential for a single large civil lawsuit filed by a number of shipowners as plaintiffs.
The Gulf coast fuel specification issues have made shipowners more cautious about the type of marine fuel they burn. Some shipowners are now requiring gas chromatography mass spectrometry (GCMS) tests for the fuel they purchase, in addition to standard bunker testing. These could become more common when shipowners start buying 0.5pc sulphur marine fuel, which could contain a number of blended products.
Bunker sector seeks price transparency
Launched in mid-November, Argus' 0.5pc sulphur resid prices for New York and the US Gulf reflect daily input from bunker and residual fuel oil cargo sellers. In the absence of spot, physical trade and of firmly established 0.5pc sulphur bunker specifications by the International Organization for Standardization (ISO), US traders and refiners' views have diverged on the composition, and therefore the price, of 0.5pc sulphur residual bunkers. Traders have been pegging 0.5pc sulphur heavy bunker fuel prices between the price of 0.5pc sulphur VGO and low-sulphur straight-run fuel oil (SRFO).
Some traders believe that in 2020, prices of VGO and SRFO will be high enough that they will be less attractive as refinery feedstock and could be sold directly into the bunkering market. Some US-based traders are looking to facilitate imports of these products from Algeria, Nigeria, the Russian Baltic Sea and the Russian Black Sea closer to the 2020 implementation date. Refiners, on the other hand, were testing blends of residual fuel oil and ultra-low sulphur diesel (ULSD) with 0.0015pc sulphur content, in an effort to find a market for their high-sulphur fuel oil output. But currently resid-gasoil blend prices are less competitive compared with outright VGO and SRFO values.
Argus assessments for the first week of November showed the 0.5pc - 3.5pc sulphur resid premium in the US Gulf ranging between $11.30-11.80/bl (about 73-76/t); and the 0.5pc - 3pc sulphur resid premium in New York ranging at $10.80-11.39/bl (about $69.50-73.50/t).
Industry forecasts have called for spreads to widen in the fourth quarter of 2019, and peak in the first half of 2020. Price spreads projections are tracked by shipping companies investing in scrubbers. According to shipowner Genco Shipping & Trading, a vessel with over 150,000t deadweight could see a scrubber return on investment in about 1.1 years, assuming the price spread between high-low sulphur fuel oil is at $200/t. For smaller vessels the return on investment at $200/t spread could vary from 2.4-4.9 years.
Iranian sanctions
The US Gulf 3.5pc sulphur residual fuel oil price as a share of the price of Brent crude rose to 98pc on 19 November, nearly a nine-year high. The resid crack strengthened as the US resumed sanctions on Iran on 5 November on the expectation that residual fuel oil availabilities will tighten globally because of reduced Iranian exports.
The US previously placed sanctions on Iran January 2012, and the price of residual fuel oil cargoes in the US Gulf as a share of the price of Brent crude jumped up to 92pc. But by the end of 2012, residual fuel oil crack spreads had returned to their pre-sanction levels. The effect of the Iran sanctions could also wear off sooner this time with the approach of the IMO January 2020 marine fuel regulation, itself set to create a global resid surplus.

Houston, 15 March (Argus) — The Mississippi River faces below normal flood risk this spring because of historically low snowpack, meaning barges carrying fertilizer and other commodities may experience fewer delays from high water. The lack of snowpack in the Mississippi River basin resulted from persistent drought since last September and unseasonably warm temperatures across the Northern Plains, which prevented a base layer of heavy snow from forming, the National Weather Service (NWS) said in its final spring flood outlook on 14 March. Meteorologist Brennan Dettmann told Argus there is no snowpack in Minnesota, with only a light covering along the northern border, making for one of five driest years since the NWS began recording snowpack in 1872. There is no snow at the Minneapolis-St Paul International Airport this week compared to 10 inches of snow on the ground a year ago. This year, the most amount of snow on the ground at the airport was 7 inches on 14 February, according to NWS. Risk of flooding for the upper Mississippi River and tributaries will be entirely dependent on rainfall, with much of the basin already in a precipitation deficit because of the drought. Barges have been navigating through the upper Mississippi and will soon reach the Twin Cities after locks open tonight at midnight . Singapore, 15 March (Argus) — Ammonia as a marine fuel has been trialled in Singapore on a dedicated vessel, in another step towards the port's multi-fuel bunkering capability. The trial, carried out in phases over a period of seven weeks, used ammonia in combination with diesel in the combustion process. The Maritime and Port of Authority of Singapore (MPA), along with government agencies, research partners and industry partners were involved in the trial process, said the MPA and Australian green energy, metals and technology firm Fortescue. Completion of the trial saw the Fortescue Green Pioneer receive flag approval from the Singapore Registry of Ships, along with a notation by classification society DNV to use ammonia, in combination with diesel, as a marine fuel. The trial had two of the four-stroke engines on the Fortescue Green Pioneer loaded with 5m³ (3t) of liquid ammonia supplied by Dutch storage firm Vopak from its 10,000m³ Banyan terminal on Jurong island. The Fortescue Green Pioneer was converted to run on ammonia, in combination with marine gasoil, following its first land-based testing in Australia in 2022. Ammonia has been promoted as a viable low-carbon alternative fuel for the marine shipping industry that is striving to cut its greenhouse gas (GHG) emissions. But the use of ammonia as a fuel has often focused on its safety risks because of its toxicity, while burning ammonia releases another GHG nitrous oxide. The Singapore trial was done in phases to ensure safe port operations and the safety of the ship's crew, as well as engineers, the MPA and Fortescue said. The crew and engineers have been having safety training since October 2023. "The Fortescue Green Pioneer is proof that safe, technical solutions for ammonia power engines exist," said Fortescue chairman Andrew Forrest. Alternative marine fuel demand in Singapore is likely to grow because of higher consumption of biofuels, as well as the rise of bio-methanol for bunkering. Updates throughout London, 14 March (Argus) — Nigeria has set the sulphur content limit on refined oil products to 200ppm, effective from 1 March, according to a letter from the country's downstream regulatory body NMDPRA seen by Argus . Oil products containing sulphur levels above 200ppm are no longer permitted to discharge in Nigeria, the NMDPRA said. The sulphur limit for all oil products will be gradually reduced to 50ppm, although a timeframe has not been given. One market participant suggested the sulphur cap for gasoline may be lowered to 150ppm in the short to medium term. Some oil products recently imported to Nigeria contained up to 1,200ppm of sulphur, the NMDPRA said. The old sulphur cap in Nigeria was 1,000ppm for gasoline and 3,000ppm for diesel, according to a source. The regulator did not list penalties for non-compliance but said market participants should be "mindful of the excess sulphur content in products going forward". Enforcement of the new cap will begin at the port of origin through the online documentation process that importers have to complete, a source at the NMDPRA told Argus . Only cargoes with approved third-party certification of sulphur content below the specified limit will be approved to sail for Nigeria. A second set of tests will be conducted on cargoes when they arrive in Nigeria and only those that meet the specifications will be allowed to discharge, the NMDPRA source said. A cargo of 2,000ppm diesel has already been prevented from discharging, according to one market participant. The new sulphur limit will not hamper Nigeria's new 650,000 b/d Dangote refinery in the long run as it is configured to produce Euro V specification oil products, which should mean its road fuels contain no more than 10ppm sulphur. But according to market participants, the refinery has yet to start up its secondary units, including desulphurisation units. Since starting up, the refinery has offered at least one 60,000t cargo of 700ppm sulphur gasoil for loading on a Long Range 1 (LR1) vessel and recently agreed to supply a 20,000t clip of gasoil to a local downstream marketer later this month, according to market participants. The Major Energies Marketers Association of Nigeria told Argus last week that supply of diesel from Dangote to the domestic market is "imminent". Dangote has applied for a waiver to supply 600ppm diesel to the domestic market, the NMDPRA source said. The waiver was likely to be granted this week but would be for a limited quantity of products, the source added. The Dangote refinery has worked with the NMDPRA over the past month to gain approval for the start of secondary units that will enable it to produce diesel with a sulphur content of about 55ppm, according to a market participant. The Netherlands, one of Europe's top gasoline suppliers to west Africa, tightened its rules governing the quality of road fuel exports in April last year . It requires road fuels produced for export to low- and middle-income countries to adhere to a limit of 50ppm sulphur. Belgium is due to follow suit . London, 14 March (Argus) — German manufacturer MAN Energy Solutions has announced it will begin series production of an ammonia-ready selective catalytic reduction (SCR) catalytic converter shortly. SCR technology is typically equipped for the purpose of minimising nitrogen oxide (NOX) tailpipe emissions. MAN said this system will be able to reduce NOX emissions by 90pc on cruise ships and cargo vessels, helping to meet International Maritime Organisation (IMO) regulations on NOX in emission control areas (ECA). MAN said the SCR will also aid in improving fuel consumption efficiency. The SCR system has passed final inspection by MAN Energy solutions and Japanese engineering and shipbuilding firm Mitsui E&S, the latter of which will be taking deliveries of the product.
