South Korean DEF shortage sparks government response

The South Korean government has taken steps to counter a shortage of diesel exhaust fluid (DEF), using diplomatic channels to procure international shipments as well as managing domestic supply through new fines on stockpiling and a suspension of charges for vehicle tampering.

Regional embassies have contacted producers to request urgent shipment by air and sea, including urea producers in Russia, southeast Asia and the Middle East.

This includes a reported 27,000 litres of DEF being flown by military aircraft from Australia this week, according to local media sources.

A special task force has been set up to procure 10,000t (9.2mn l) of DEF for urgent shipment from various countries, local sources said.

Argus saw a supply request from a South Korean importer for 10,000-30,000 l/week of DEF priced on fob terms to Incheon airport or ex-warehouse, sold on advance payment terms.

UK-based AUS-40 dissolving equipment maker ECOUREA said it is prepared to donate 20,000 l of DEF from its neighbouring operations in Asia to help South Korea's emergency services during the shortage, if the government wishes to contact them. The company also said it is prepared to work with South Korean firms to supply automotive-grade urea sourced from its network in Europe and Russia, shipped in containers.

To manage domestic supply, the government has also banned the stockpiling of DEF and automotive-grade urea, effective from today until the end of the year. Any company holding over 110pc of its average monthly sales will be fined up to 100mn won ($84,000), or face prison terms of up to three years, local sources said.

The land, infrastructure and transport ministry said yesterday that it will suspend checks on illegal tampering of emissions reduction systems in diesel vehicles until the DEF shortage is resolved. There have historically been very low levels of tampering in South Korea, estimated by Argus to be less than 10pc in 2020, compared with over 40pc of vehicles in Brazil.

The DEF shortage has been caused by new urea export restrictions from China, South Korea's main supplier of automotive-grade urea, that took effect on 15 October. Chinese automotive-grade urea imports are estimated to have supplied over 95pc of South Korean DEF demand in 2020, for instance, Argus estimates. And this has been the case since all new diesel trucks have required DEF since 2014, with a small portion of these vehicles using DEF before this date.

There are equally concerns about securing Russian automotive-grade urea supply, with several containers reportedly en route to South Korea, after new limits were set last week on urea exports with effect from 1 December.

Argus estimates that the South Korean DEF-consuming vehicle fleet will total 2.6mn diesel vehicles by the end of December, including 2.3mn cars and vans, 180,000 buses, 80,000 trucks and 48,000 units of non-road equipment. This fleet is estimated to have consumed close to 250mn l of DEF this year, equivalent to 88,000t of urea.

Houston, 28 March (Argus) — The first major piece of equipment capable of beginning to clear the blocked Port of Baltimore, Maryland, is expected to arrive onsite tonight. The Chesapeake 1000 crane barge, capable of lifting 1,000 short tons with its a 231ft-long boom, is expected to arrive at the site of the collapsed Francis Scott Key Bridge near Baltimore at 11pm ET on 28 March, the US Coast Guard (USCG) told Argus . Both the crane and the tug pulling it, Atlantic Enterprise , are owned by Donjon Marine. It is currently the only crane on route to the collapsed bridge, the USCG said. There is no official timetable for the reopening of the port after the Interstate 695 highway bridge over the Patapsco River was hit in the early hours of 26 March by a container ship and collapsed, with the debris and ship blocking the waterway. The operator of the ship, Maersk, has contracted with marine salvage company Resolve Marine to refloat the vessel and remove it from the area, according to the USCG. It is not clear who has contracted for the Chesapeake 1000. Despite the inbound crane, it could take weeks or even months to clear debris and reopen the waterway under the collapsed bridge according to a engineering professor at the nearby Johns Hopkins University. Houston, 28 March (Argus) — It could take weeks or even months to clear debris and reopen the waterway under the collapsed Francis Scott Key Bridge in Baltimore, Maryland, according to a engineering professor at the nearby Johns Hopkins University. As of Wednesday, there was no official timetable for the reopening of the Port of Baltimore after a major highway bridge over the Patapsco River was hit in the early hours of 26 March by a container ship and collapsed, with the debris and ship blocking the waterway. "I'd be shocked if it's weeks, but I don't think it'll take even a year" to clear the waterway, structural engineer and Johns Hopkins professor Benjamin Schafer said Wednesday. He expects the rebuild of the bridge to take significantly longer. "I've lived through quite a few civil infrastructure projects and they're rarely less than 10 years. So I think that's what we're looking at," Schafer said. He noted that it took five years to build the original Francis Scott Key Bridge and seven years to repair the Sunshine Skyway Bridge in Tampa Bay, Florida, after a similar collapse in 1980. Still, "this is definitely not a national supply chain crisis," John Hopkins operations management professor Tinglong Dai said Wednesday. "The effect will be mostly local, mostly minimal and mostly temporary." The bridge collapse and port closure is also unlikely to trigger a global supply chain crisis, he said. The Port of Baltimore is an important but "niche" port specializing in automobile imports and exports, Dai added. "The supply chain has evolved...I have already seen a lot of rerouting happening." Automakers started adjusting their supply routes away from the top port for US vehicle imports the day of the collapse, including General Motors, Ford and Mercedes-Benz. Baltimore is also a major port for coal exports, which may start to shift to terminals to the south in Hampton Roads, Virginia. Freight rates for ships that carry coal could see increases in global markets Other commodities like asphalt and caustic soda that move through the port will see challenges, while organic agriculture imports may see less problems due to seasonal flows. Houston, 28 March (Argus) — Florida-based phosphate and potash fertilizer producer Mosaic anticipates limited damage to a production plant near Tampa and minimal disruption to operations in the coming weeks following a brushfire on Monday. The brushfire ignited Monday evening during routine maintenance near Mosaic's Riverview phosphate production facility and was initially contained before rekindling Tuesday morning because of heavy winds. The fire was fully under control by Tuesday afternoon, according to local first responders. Mosaic told Argus on Tuesday the fire was not considered a threat to the facility initially, but now expects the plant sustained "limited damage to ancillary operations" and the impact could last between four to six weeks. The Riverview plant has a production capacity of 1.8mn metric tonnes (t) of processed phosphate products, and produces 30,000 t/week, according to Mosaic. The facility was producing phosphates primarily for exports to Brazil at the time of the fire, the company added. Smoke was observed Monday from the fire as a result of foam retardants used by local fire officials to cool the high-density polyethylene pipes. Polyethylene gas piping is often used for natural gas distribution. Natural gas flows delivered to the plant fell slightly Wednesday at 2.42mn cf/d, down from 2.45mn cf/d on Monday, once the fire was extinguished, according to data from Florida Gas Transmission. Flows at the plant on Thursday rebounded to 2.45mn cf/d, in line with expectations that affected phosphate output at the plant should only be temporary. Sao Paulo, 27 March (Argus) — Brazil and France launched a four-year, €1bn ($1.1bn) investment program to protect the Amazon rainforest using private and public funds, the countries said on Tuesday as French president Emmanuel Macron is visiting the South American nation. "Gathered in Belem, in the heart of the Amazon, we, Brazil and France, Amazonian countries, have decided to join forces to promote an international roadmap for protection of tropical forests," the two countries said. Under the program, Brazil's public banks — such as the Bndes development bank — and the French development agency will form "technical and financial partnerships." The two countries also agreed to develop new research projects on sustainable sectors and create a research hub to share technologies to develop the bioeconomy. Macron and Brazilian president Luiz Inacio Lula da Silva visited Belem — near the mouth of the Amazon and the host city of Cop 30 — on 26 March. During the trip, indigenous leader and environmental campaigner Raoine Metuktire, of the Kayapo tribe, urged Lula to prevent construction of the 900km (559-mile) Ferrograo railroad , which could lower costs of transporting grains from Mato Grosso state, Brazil's largest agricultural producer. Macron will also visit Rio de Janeiro, Sao Paulo and capital Brasilia. This is his first trip to Brazil, as he had cut ties with the South American country during former president Jair Bolsonaro's administration. Bolsonaro put little focus on environmental protections during his term, policies that his successor has reversed. Brazil now aims to reach zero deforestation by 2030. It reduced deforestation in the Amazon by almost 50pc last year, according to government data. Deforestation in the region hit 196km² in January-February, a 63pc drop from the same period in 2023 and a six-year low, according to NGO Imazon, which focuses on research to promote climate justice in the Amazon. Houston, 27 March (Argus) — UAN distributors near Baltimore, Maryland, are holding off from issuing new offers until it becomes clearer when the port there will reopen following its closure from a major bridge collapse. There is limited spot availability for UAN in Baltimore, market participants told Argus . At least one UAN vessel was due to arrive in Baltimore in April. Vessels delivering to Baltimore could be diverted elsewhere, possibly to ports like Chesapeake, Virginia, Philadelphia, Pennsylvania, or Wilmington, North Carolina. The east coast terminal UAN price — encompassing the US eastern seaboard — has risen by 13pc since the beginning of the year because of seasonal demand to $300/st fot on 29 February, where the price has held since. When offers for UAN in Baltimore do re-surface they will likely do so at higher levels because of restricted supply to the port.
