Partial restart of CPC Blend crude exports on the cards

Loading of CPC Blend crude could resume shortly from one of the three offshore single point mooring (SPM) berths at the grade's Russian Black Sea terminal, after exports were completely halted yesterday as a result of storm damage.

Trade and shipping sources say that a port pilot has been instructed to board the Seavoyager tanker at 18:30 local time, paving the way for the vessel to load from the CPC terminal's SPM 1. Vortexa data indicate the unladen tanker is due to reach the terminal today.

Two of the three SPMs were damaged in a storm, causing a total halt to exports yesterday. Russian deputy prime minister Alexander Novak estimated that repairing the damaged SPMs could take up to two months. Trading sources told Argus today that the terminal can operate at 50pc of loading capacity with a single SPM, as normally only two of the berths are used at any one time.

CPC Blend supplies account for 80pc of Kazakhstan's crude and condensate exports. They also include small volumes of Russian crude. Loading programmes put CPC Blend exports at 1.48mn b/d in March and 1.52mn b/d in April. A revised programme could emerge over the coming hours, according to a trading source. Prior to the disruption, 18 cargoes were still set to load this month, following a backlog caused by adverse weather conditions and difficulties in brokering freight arrangements to collect cargoes from Russia.
