US ITC determines injury from welded pipe imports

The US International Trade Commission (ITC) determined that US makers of certain steel pipe were injured by dumping and that it will impose antidumping duties.

The ITC said it determined there was dumping of imports into the US of large diameter welded (LDW) carbon and alloy steel line pipe from Canada, Greece, South Korea and Turkey.

It also determined the dumping of imports of LDW carbon and alloy steel structural pipe from Canada, South Korea, and Turkey.

The ITC will also impose a countervailing duty order on LDW carbon and alloy steel line pipe imports from South Korea, and a countervailing duty order on LDW carbon and alloy steel structural pipe imports from South Korea and Turkey.

With the ITC's determinations made, the final duties will now be determined by the US Commerce Department.

Certain imports avoided duties, including LDW carbon and alloy steel line pipe from Turkey and LDW carbon and alloy steel structural pipe from Greece. The ITC also voted to end antidumping investigations into stainless steel pipe from Greece and Turkey and a countervailing duty investigation into stainless steel pipe from Turkey.

The ITC ruling comes after a 25 February determination by the Commerce Department that Canada, Greece, Turkey and South Korea were dumping LDW pipe into the US market.

The department determined that LDW pipe exporters from Canada sold supply to the US at prices that were 12.32pc lower than a fair value — representing an anti-dumping margin — while export sales from Greece were 9.96pc below. LDW pipe exports from Turkey were found to be 4.55-5.05pc lower than a fair value, while South Korean exporters sold to the US at margins that were 7.03-20.39pc under a fair value.

The Commerce Department determined that South Korean exporters received countervailing subsidies at rates of 0.01-27.42pc, while Turkish producers were given CV margins of 0.92-3.72pc.

The Commerce Department launched its investigation last year following petitions from American Cast Iron Pipe, Berg Steel Pipe, Berg Spiral Pipe, Dura-Bond, Skyline Steel and Stupp.
