US-China power rivalry mars super pollutant goal

The US wants China to play a greater role in mitigating what it says is the other half of global warming — climate super pollutants — and talks are picking up ahead of the Cop 29 UN climate conference later this year. But trade friction is growing, and Beijing has other priorities.

The US' chief climate adviser, John Podesta, and deputy special envoy for climate, Rick Duke, will visit China for talks with their Chinese counterpart Liu Zhenmin later this year. This follows discussions in May that focused on curbing methane emissions. The US unveiled a plan on 23 July to reduce the environmental impact of methane, hydrofluorocarbons and nitrous oxide (N2O) — greenhouse gases (GHGs) considered far more potent than CO2 — and Podesta, who is expected to focus on N2O when he next meets Liu, has stressed the importance of engaging China. "The world is looking to us to find ways where we can work together… like in these non-CO2 spaces," Podesta says.

Methane is over 80 times more potent than CO2 over the first two decades after its release. N2O is 270 times more potent than CO2 and takes more than 100 years to break down. Almost two-thirds of global adipic acid — an intermediary for nylon 66 and polyurethane — production occurs in China and the US. China accounts for about 94pc of global annual N2O emissions or 134mn t/yr of CO2 equivalent (CO2e) — owing to a lack of abatement — mainly from adipic acid production. The rest of the world accounts for just 8.5mn t/yr of CO2e.

China has had the largest increase in N2O emissions between 1980 and 2020, while emissions from Europe have declined and those from the US have remained relatively stable, according to Oceanic and Atmospheric Research.

China's energy sector, dominated by coal mining, contributes about 45pc of its total methane emissions, while agriculture accounts for another 40pc share. But Chinese coal mines employ more than 1.5mn workers, and output accounts for half of global production, San Francisco-based Global Energy Monitor estimates.

Chinese president Xi Jinping might prefer to keep unemployment low in an economic downturn. China's second-quarter GDP grew by 4.7pc, lower than a 5pc forecast for the year. In agriculture, the state council's action plan aims to boost grain output by 50mn t to nearly 750mn t by 2030, from a record 695mn t last year. The country's first food security law, which requires provinces to incorporate food security into development plans, came into effect in May.

Walking the talk

Ultimately, Beijing needs to assimilate reliable pollution data to tackle global warming, but it stopped publishing methane emissions data in 2014, and has no credible N2O emissions data, although it hopes to better regulate carbon emissions reporting through a new plan. China also has no firm target for methane or N2O emissions reductions. It released its first methane plan in November but is not part of the Global Methane Pledge and its current nationally determined contributions do not cover non-GHGs.

Then there is the familiar US-China rivalry, although Podesta is optimistic. "We are obviously in a period of competition across a range of issues… particularly in the clean energy space but we also need to find ways we can at least understand where each side is going," Podesta says.

Whether Donald Trump or Kamala Harris becomes the next US president, China's green industrial policy is likely to provoke more protectionist measures. And its new subsidy-backed stimulus policy to propel electric vehicle (EV) sales could exacerbate this. Xi said he wants the country to focus on boosting consumption growth in the second half of the year and EVs feature strongly in this agenda.

Trump amplifies attacks on renewable energy

Washington, 14 July (Argus) — President Donald Trump is ratcheting up criticism of wind and solar projects he says are a "blight", adding uncertainty for investors deciding which projects can still move forward despite the coming end to most of the industry's clean energy tax credits. Trump mounted one of his most expansive attacks yet on the renewable sector last week. For years, Trump has detailed his disgust for wind farms he sees as unsightly and too expensive, whereas he said he was a "big fan of solar" in last year's presidential debate. But Trump's perspective appears to have shifted. He now believes large solar projects are hated by farmers, "very, very inefficient and very ugly too", and should no longer be built. "We don't want wind, and we don't want solar, because they're a blight on our country," Trump said during a cabinet meeting on 8 July. "They hurt our country very badly." That stance offers another troubling sign for investors in wind and solar projects hoping to qualify for the 45Y and 48E clean energy tax credits before they are terminated under Trump's recently signed tax and energy law . Trump already signed an executive order last week seeking a "strict" interpretation of the end of those tax credits, such that fewer projects will meet a safe harbor deadline that will arrive as soon as 31 December. The administration has other potential tools to undermine wind and solar projects, many of which are depending on new electric transmission lines to connect to load centers. Last week, US senator Josh Hawley (R-Arkansas) said he had received assurances from US energy secretary Chris Wright that the administration would be "putting a stop" to the 800-mile Grain Belt Express transmission line, which would connect wind farms in Kansas to the eastern US. Last month, Wright said he sees intermittent power sources as a "parasite on the grid". The Energy Department did not respond to a request for comment. The Energy Department, in a document released this month, indicated it did not plan to spend $383mn that had already been appropriated for wind and solar projects this fiscal year under a bipartisan funding law Trump signed, a unilateral spending reduction that US senator Patty Murray (D-Washington) and US representative Marcy Kaptur (D-Ohio) said was "outrageous" and unlawful. The Trump administration also temporarily halted construction of the fully permitted Empire Wind project off the coast of New York, before allowing work to continue in May. US interior secretary Doug Burgum last month said in congressional testimony that the administration was reviewing "all offshore wind projects" and said there was "no appetite" for adding more "intermittent, unreliable [power] to the grid." Threat to dominance Democrats say attempts to undermine wind and solar will be counterproductive to Trump's own priorities of "energy dominance" because they are among the limited types of projects that can be brought on line quickly. US utility executives and data center developers have said they are facing wait times of three years or more for delivery of turbines for gas-fired turbine, given a surge of global demand for electricity needed for artificial intelligence. "There's a backlog of gas turbines, and geothermal and nuclear takes many years. Nothing else is ready," US senator Brian Schatz (D-Hawaii) said in a social media post last week. "Republican energy policy is to create shortages because they think solar is liberal." Clean energy groups are hoping that Republican lawmakers will pay a political price for voting to cut clean energy tax credits through Trump's recently signed tax and energy law. The industry group Clean Energy for America last week said it launched a billboard advertising campaign that it said was targeted against seven House Republicans who voted for the law. "We're making it clear who is responsible when constituents lose their jobs and find that their monthly electricity bill is higher than they can afford," Clean Energy for America president Andrew Reagan said. DOE to halt wind transmission line: US senator

Houston, 11 July (Argus) — President Donald Trump's administration has pledged to halt an 800-mile transmission line designed to deliver wind power from Kansas to eastern states, according to a US senator. US energy secretary Chris Wright has said he "will be putting a stop" to the Grain Belt Express transmission line, senator Josh Hawley (R-Missouri) said on Thursday via the X social media platform. Hawley has made repeated calls for the Department of Energy (DOE) to cancel a $4.9bn conditional loan awarded to the project in the waning days of former president Joe Biden's administration. The senator has called the project an "elitist land grab harming Missouri farmers and ranchers". Whether Wright pledged to rescind the loan or take other action to stop work on Grain Belt Express was not immediately clear from Hawley's statement. Neither the senator's office nor DOE immediately responded to requests for additional information. Hawley's statement is "bizarre", according to Invenergy, the Chicago-based developer behind the project. The company said that the transmission line has already received approvals from all four states that it will traverse, acquired 1,500 agreements with landowners tied to construction and announced "significant" supply chain agreements for materials sourced domestically. "Senator Hawley is attempting to kill the largest transmission infrastructure project in US history, which is already approved by four states and is aligned with the president's energy dominance agenda," the company said. The Grain Belt Express would deliver wind power from Kansas to converter stations in Missouri and Indiana, with the Missouri station connecting to grids overseen by the Associated Electric Cooperative and Midcontinent Independent System Operator (MISO), while the Indiana station links with the PJM Interconnection. Invenergy plans to build the project in two phases, with the first delivering 2,500MW into Missouri and the second ferrying another 2,500MW to the PJM region, which includes the District of Columbia and 13 states in the Midwest and mid-Atlantic. DOE in November 2024 awarded the project a conditional loan of up to $4.9bn to help finance the initial stage as part of Biden's larger push to decarbonize the electricity sector. Invenergy intends to start construction on the first phase next year. Ultimately, the line would supply 15mn MWh/yr to Missouri, with 60pc of the capacity allocated to MISO and the remainder to the Associated Electric Cooperative. Another 15mn MWh/yr would flow into the PJM markets. Altogether, the line would supply enough electricity to cover the demand of more than 2.8mn households. Landowner groups in Missouri have long targeted the Grain Belt Express, but have failed to stymie the project through a challenge to its use of eminent domain . Opponents have since continued their efforts against the project, and Missouri attorney general Andrew Bailey, a Republican, last week called on state utility regulators to rescind the line's permit on grounds that Invenergy relied on "deceptive" information to secure its approval. London, 11 July (Argus) — Some uncertainty remains over the correct interpretation of the draft of rules governing the inclusion of chemically-recycled plastics towards EU recycled content targets, BlueAlp chief executive Valentijn De Neve told Argus , but he said that an initial reading threw up some encouraging signs and some concerns. The European Commission opened a public consultation on a draft update of the implementing decision for the Single-Use Plastic Directive (SUPD) — which would provide details on how the 25pc recycled content requirement for PET beverage bottles can be met — on 8 July. It includes proposed rules around the use of mass-balance accounting to allocate chemically-recycled content. It is seen by many in the industry as a likely precedent for the rules that will apply to the EU's Packaging and Packaging Waste Regulation (PPWR), which will become the primary legislation governing recycled content targets for plastic packaging from 2030. De Neve said that he is still looking to understand the full connotations of the draft document put forward by the commission. At first reading he is encouraged that it appears to open up the possibility of plastic-derived pyrolysis oil (PPO) being processed in existing assets — refineries — as well as on-purpose upgrading facilities. This is "key in getting [the PPO market] to a realistic and larger market, and to fulfil the sustainability criteria that we've jointly set", he said. De Neve expressed some possible reservations on whether recognition of what share of input "really translates into circular plastics versus what becomes fuel" when the supply chain includes a refinery step has been "sufficiently captured" in the draft. But he said that he would discuss this within the Chemical Recycling Europe industry association, which would co-ordinate a response to the consultation. De Neve also said that the proposed extension of the definition of post-consumer plastic waste to include waste from products placed in non-EU markets — which would enable recyclates based on non-EU waste to count towards the recycled content targets — risks attracting import pressure from producers in lower-cost regions without sufficient additional controls. "We need to make sure… whether you're operating inside or outside the EU, that the same rules apply and it's a level playing field", he said. PPWR contains a so-called "mirror clause" stating that recyclers from outside the EU should be held to the same environmental standards as domestic operators. But no such clause exists in the SUPD, or elsewhere in the draft implementing decision released under consultation. Indonesia’s Alfamart invests $1mn in UCO firm Noovoleum

Singapore, 11 July (Argus) — Indonesian convenience store retail chain Alfamart said this week it has invested $1mn into Singapore-based used cooking oil (UCO) collector Noovoleum. Noovoleum — established in 2023 — automates UCO collection in Indonesian cities, including in Java, Sumatra and Bali, with their "UCOllect" boxes, of which there are 100. It collects about 100t of UCO a month, which is sold to domestic buyers such as UCO aggregators, said the company's chief investment officer Egis Rimkus. Citizens deposit UCO into the boxes, which have an in-built quality testing system. They will then receive cash via the "UCOllect" application, if the quality of the oil is accepted. The rate varies every month and is currently at 5,500 rupiah/litre ($0.34/litre). There are now boxes at 12 Alfamart outlets across Indonesia. The final use of the UCO is unconfirmed, but some could be processed into biodiesel, market participants said. Indonesia has halted exports of UCO since January. There have been recent attempts to export refined UCO under a HS code unaffected by the ban, but bulk volume trades have likely still not been successful, traders told Argus . Noovoleum is in advanced negotiations with possible partners in Malaysia, Thailand and Singapore in light of Indonesia's export halt, with at least one partnership to be launched this year, Rimkus added. Noovoleum also placed "UCOllect" boxes at 10 gas stations belonging to state-owned Indonesian refiner Pertamina last December. This was part of a pilot project between the two. Pertamina has been trialling sustainable aviation fuel (SAF) production since the second quarter of 2025 , but large-scale production of SAF and hydrotreated vegetable oil (HVO) is expected only in 2029 , the refiner said. Cercarbono launches ELV recycling carbon methodology

Bangkok, 11 July (Argus) — Global environmental certification standard company Cercarbono announced a world-first methodology for generating carbon credits from end-of-life vehicle (ELV) recycling at the Asia Climate Summit in Bangkok on 9 July. The methodology establishes the criteria for quantifying greenhouse gas (GHG) emission reductions from the recovery and recycling of post-consumer materials in formal sector facilities. The methodology covers only post-consumer ELV materials, including metals, plastics and glass, recovered as raw materials that match the quality of virgin materials, the methodology documents show. Projects must comply with Cercarbono's additionality guidelines. It calculates emission reductions as the baseline production from virgin raw materials minus the project's production from recycled materials. Projects must also follow all legal, environmental, labour, health and safety regulations, apply Cercarbono's Safeguarding Principles and report contributions to the Sustainable Development Goals (SDGs) using the SDGtool assessment mechanism. Cercarbono and Mumbai-based Meta Materials Circular Market (MMCM) jointly developed the methodology. MMCM specialises in developing a digital ecosystem for the circular economy in the automotive industry. This innovative methodology will enable ELV recycling systems to benefit from carbon pricing, MMCM said. The initiative has the potential to unlock 10bn rupees ($116mn) in carbon funding over the next decade, MMCM chief executive Nitin Chitkara said.
