Q&A: Norway’s Scatec targets rare H2 demand ‘pockets’

Norwegian renewables developer Scatec is pursuing opportunities in hydrogen production, particularly in the Middle East. The firm in 2023 quit a joint venture in Oman, but is progressing in Egypt and has secured an offtaker in Germany's state-backed H2Global auction initiative. Chief executive Terje Pilskog shared his views on the state of the hydrogen industry in the Middle East and the company's approach to near-term challenges. Edited highlights follow:

Has the outlook for renewable hydrogen shifted in the past 12-18 months?

There is more realism about the industry's growth rate, but the fundamentals haven't changed — green hydrogen is still important for decarbonising several industries. But clearly the pace is slower than expected and we must recognise there was some hype. In the end, securing offtake drives projects forward. Demand is moving significantly slower than what was assumed a couple of years ago. Delivery time for the first H2Global project is late 2027, and for larger projects towards 2030 is more realistic.

Why did Scatec exit Oman, which others consider the place to be?

Oman has the key requirements for producing green hydrogen and ammonia competitively, and its government has enabled development. But not much can happen, as most companies won't take final investment decisions (FIDs) without offtake deals. There's a lot of support from the authorities, but massive greenfield projects are complicated, with infrastructure for hydrogen, ammonia and shipping needed. When we pulled out of the project we were involved in, it was because we didn't see the demand coming. And we didn't feel comfortable with the timelines relative to when we expected to see demand coming in.

Why did Scatec advance its project in Egypt?

We've been in Egypt a long time and we are familiar with the country and the regulation. Egypt has mostly the same fundamentals as Oman, like available land and great renewable resources — even better wind conditions. Egypt is nicely located if green ammonia is used as marine fuel and because it is near Europe as an offtaker. The good thing about Egypt is its existing ammonia industry, with 3-4 large facilities. Our logic was that — because demand was coming slowly — in Egypt we could build incrementally at a scale that is possible to secure offtake. And the required investment would be lower because the ammonia export facility already has storage and port infrastructure. To be completely greenfield, you must target 700,000-1mn t/yr of green ammonia to be cost-competitive. Our joint project with Fertiglobe is for 70,000-75,000 t/yr — relatively small compared with the volumes people have talked about, but still of a size where it's possible to get offtake. The project secured an award from the H2Global tender last year, so now we are completing the FEED and financing, and we plan to reach FID in the first half of 2025. The capital costs are $0.5bn — not as much as everybody dreamed, but still sizeable. We are building 300MW of renewables and 100MW of electrolysis, so it's still going to be among the largest projects in 2027-28.

What are Scatec's priorities over the next 12-24 months?

We are developing a similar project at Damietta on the north coast of Egypt with Mopco and Echem that is 2-2.5 times larger. We have signed heads of terms with Yara and we aim to conclude the deal over the next 6-12 months so the project can move forward. We have focused very narrowly over the past two years to ensure these two projects succeed. We have been asked by countries to start development. It's the usual suspects, especially in north Africa. You have fundamentals for green hydrogen in Morocco, in Tunisia — countries that we know. Those are candidates. But my perspective is that the train, on a global basis, is not leaving the station. If we get to the FID stage on the first two projects, with the competence we are building we're going to have other opportunities. That does not mean that we wait until 2027 to do anything else, but it's clear what our first, second and third priorities are at this time.

Do you like the land allocation model of countries such as Oman and Morocco?

Each country has its own approach. From a developer's point of view, auctioning land is a bit challenging, as it adds costs, especially if you pay up-front. You might take two years before FID and a lot can happen in two years, so it's challenging to take on that exposure up-front. But it sets a certain standard in terms of who can participate, and if you want to attract the big guys, those are the ones that have the capability to go for that kind of opportunity. These are big projects, so it's important to screen a bit. But from my point of view, the key thing is creating the optimal framework for projects in your country. That's about making sure infrastructure is in place, things move quickly and projects are cost-competitive. It is a competition, as everybody in this region wants to become a green hydrogen hub.

What H2 infrastructure should the Middle East regionprioritise?

Port facilities — storage and loading. It can be bunkering facilities, if you believe it could be a significant fuel for the marine industry. Enabling production near ports is important. The other factor is electricity infrastructure. Our project in Egypt needs grid availability, but others operate in ‘island mode'. Many countries in the region need more renewable energy, and you can end up with hydrogen facilities competing with other initiatives. So thinking through how to provide stable renewable electricity is important. Investors need plans to be clear, predictable and actually implemented. Our experience in Egypt is good. The authorities are implementing structures and regulations that enable us to advance projects.

What is your biggest ask from governments?

What is holding back development today is not the possibility of doing projects. It's the demand side. As long as it is free to emit CO2, it will be difficult to close the gap between green and grey hydrogen. It might be wishful thinking, but a global price for emitting CO2 would be ideal. Regional CO2 pricing is helpful and creates demand in pockets. But it adds costs for that region, which — from a global competition perspective — is not good. Europe's H2Global mechanism is helpful to cover the difference. There might be other pockets, like dual-fuel engine ships that can run partly on clean fuels. Obviously, you need global regulation, as companies cannot move alone. But for end consumers, transporting a pair of sneakers on a ship that uses green ammonia adds insignificant cost. Wouldn't customers for Tesla cars want them transported to Europe in an environmentally-friendly way? And they aren't the most price-sensitive. So, while you cannot do it on a global basis, there are pockets where you can start.

How could the change of US administration impact hydrogen?

It's a bit difficult. President Trump will not do anything that hurts American business, and climate is far down on his list of priorities. He will support hydrogen to the extent that it benefits US companies to be at the forefront of an industry, but he will not implement specific things in the US. That puts the US hydrogen industry at a disadvantage relative to the rest of the world. He will not lead the change with the US in front.

Houston, 21 March (Argus) — US fertilizer industry group The Fertilizer Institute (TFI) applauded President Donald Trump's decision to include potash in the administration's list of American critical minerals and confirmed to its members today it is looking to have phosphate added to the list as well. Under the executive order issued Thursday, which aims to increase US production of critical minerals, the National Energy Dominance Council will receive a list of mineral production projects. Within 10 days of the order being issued, the NEDC will be expected to identify priority projects to be given the necessary permitting or approval to begin advancement. "President Trump's [executive order] will help ensure a stable and abundant supply of fertilizers. which are critical to maintaining the global competitiveness of US farmers, strengthening rural economics, and keeping food prices in check," TFI said. The Defense Production Act and federal financing tools will be used to provide supportive funding for new mining projects, and a dedicated critical minerals fund is expected to be created as well. The lions share of the US' potash supply is imported, with 98pc annually coming from other countries and 85pc of that from Canada, according to TFI data. The US in comparison is one of the top five phosphate rock producing countries in the world, where roughly 20mn short tons were produced in 2024. Most phosphate rock production in the US is located in Florida and most domestic potash production is located in New Mexico. However, in January the US Department of Energy said it would conditionally back more than $1bn in loans to Michigan Potash to finance construction of the first domestically built production facility in 60 years. Under the newly issued executive order, the Michigan Potash project could be guaranteed more definitive funding and government attention. Michigan's potash reserve is ideally located within the US' fertilizer demand center, and the project in its first phase will produce about 800,000 metric tons of potash annually, Michigan Potash chief development officer Cory Christofferson said today. US hydrogen hype gives way to more practical prospects

Developers have reined in expectations, seeking faster commerciality for more specific applications, writes Jasmina Kelemen Houston, 21 March (Argus) — Hydrogen's one-time promise as a wonder fuel has been replaced in 2025 with a more practical understanding of its limitations, a momentum shift welcomed by industry proponents who gathered in Houston, Texas, last week at the CERAWeek by S&P Global energy conference. It has been a roller-coaster ride for the sector since the administration of President Joe Biden zeroed in on hydrogen as a means of reducing emissions and creating jobs, unveiling generous tax incentives in 2022's Inflation Reduction Act (IRA). A frenzy of project proposals soon followed. That excitement dissolved into a frustrating wait as the administration embarked on a years-long review process that only concluded in January with the release of finalised rules for the 45V production tax credits, leading some to conclude the hydrogen dream had crashed before take-off. The reality is more nuanced. "The death of hydrogen has been greatly exaggerated," Chevron's vice-president of hydrogen, Austin Knight, said at CERAWeek. "There are real projects actually happening," he said, pointing to the company's ACES Delta joint venture with Mitsubishi Power. The Utah project is forecast to initially convert 220MW of renewable power into 100 t/d of hydrogen, and will begin operations this year. Whittling the sector down to its most realistic prospects is a welcome departure from previous years, when hydrogen was viewed as the "Swiss army knife" of fuels — a tool that could be used to solve almost any problem — Oleksiy Tatarenko, senior principal at Rocky Mountain Institute, said. It is now being viewed as a more precise approach for specific applications in ‘hard-to-abate' industries such as steel and chemicals, he said. BP still sees hydrogen as an important component to decarbonising refineries, but its deployment timeline will be longer than expected, BP's senior vice-president of refining, terminals and pipelines, Amber Russell, said. BP has scaled back hydrogen plans, shelving 18 projects since October. Of those remaining, two include refineries in countries with fiscal incentives for hydrogen production, and near other industries looking to cut emissions. BP's 440,000 b/d Whiting refinery in Indiana could have similar potential, Russell said, but "45V ...and the IRA are incredibly important to helping us understand when that happens". One among many Hydrogen's shifting position in the clean energy landscape could even be seen in the CERAWeek conference's floor plan this year. In a space for showcasing new technologies and ideas, the Hydrogen Hub of previous years had disappeared, replaced by a New Energies Hub, under which hydrogen was just one of multiple clean-energy solutions on display, along with biofuels, nuclear power and other renewables. "That is a positive thing for this space writ large," GTI Energy's Open Hydrogen Initiative executive director, Zane McDonald, said. "We are starting to get very practical," he said. "We want to focus on projects that are going to make money, that have an offtaker and can materialise in the next two years." Among the projects expected to take off most rapidly are those that can tap into demand for lower-carbon fuels in Europe and Asia or more modestly sized US producers located near specialty industries that are looking to curb emissions. "The quality of the projects we're seeing in our pipeline is better," said Black & Veatch hydrogen and ammonia director Bryan Mandelbaum, who sees a growing niche for 10-200MW projects targeting heavy industries such as chemical processors. He contrasted this favourably with a flurry of clients that appeared after the 45V tax was first announced. "It was good for business in the short term, but at the same time you knew 80pc of those were never going to develop." Upper Mississippi River reopens for transit

Houston, 20 March (Argus) — The first towboat arrived at St Paul, Minnesota, today, marking the start of the 2025 navigation season on the upper Mississippi River, according to the US Army Corps of Engineers (Corps). The Neil N. Diehl passed through Lock 2 at Hastings, Minnesota, with nine barges, crossing into St Paul on 19 March. Tows reaching St Paul signify the unofficial start of the navigation season, as St Paul is the last port to open on the Mississippi River after winter ice thaws each year. This is considered an average start time for the navigation season, which typically opens the third week of March. The first tow to reach St Paul in 2024 arrived on 17 March. The Corps released the final Lake Pepin ice measurements of 17in on 12 March and was unable to take new measurements this week since the ice had melted significantly. Lake Pepin measurements help determine when the ice will be thin enough for barges to transit up river. Brazil central bank raises target rate to 14.25pc

Sao Paulo, 20 March (Argus) — Brazil's central bank raised its target interest rate by 1 percentage point to 14.25pc amid accelerating inflation in a decelerating — but still heated — economy. The hike in the target rate, announced Wednesday, was the fifth in a row from a cyclical low of 10.5pc at the end of September last year, partly prompted by accelerating depreciation of the currency, the real, to the US dollar. Brazil's annualized inflation hit 5.06pc in February and is poised to keep accelerating. The bank's Focus economic report increased its inflation forecast to 5.7pc for the end-of-year 2025 from 5.5pc in January, when the bank's policy-making committee last met. Brazil's current government has an inflation ceiling goal of 3pc with tolerance of 1.5 percentage point above or below. The bank has recently changed the way it tracks the inflation goal. Instead of tracking inflation on a calendar year basis, it now monitors the goal on a rolling 12-month basis. The bank cited heated economic activity and a strong labor market as factors that have contributed to rising inflation. But the bank forecasts "modest GDP growth" for Brazil of almost 2pc in 2025, down from 3.4pc growth last year. Further tightening will also be linked to global economic uncertainty prompted by US president Donald Trump's aggressive trade and other policies and the monetary policies of the US Federal Reserve , according to the bank. Brazil's target interest rate is expected to keep rising at the bank's next meeting in 6-7 May, albeit to "a lesser extent" as the contributing factors are set to moderate, according to the committee. Mosaic optimistic about output, future demand

Houston, 19 March (Argus) — US fertilizer producer Mosaic is hopeful its output this year will exceed 2024 levels as it plans to enhance its capacity to meet anticipated demand growth. Mosaic expects phosphate and potash global demand to individually exceed 80mn metric tonnes (t) by the end of the decade, with phosphate's demand increase to be limited by a lack of adequate global supply. For phosphate, that would represent an uptick of 7mn t of demand while for potash that would represent an increase of nearly 9mn t. Mosaic referenced biofuel demand, feed use, and food use as the main pillars of agriculture commodity demand growth. There are a handful of factors expected to drive demand growth for phosphate and potash, such as population growth and an increase in the usage of the phosphate molecule in the industrial sector, the producer said in its analyst day presentation. Executive vice president Jenny Wang pointed out the downward trend in Chinese phosphate exports. The country in recent years exported roughly 10mn t, but that level has dropped to around 7mn-8mn t as it focuses on meeting domestic demand first. Mosaic expects annual Chinese phosphate exports to continue to drop by at least another 2mn t, while global phosphate demand growth from 2025-2030 is expected to increase by at least 2pc, which would further tighten global supply. The producer also did not shy away from detailing its loss of 700,000t of phosphate production last year from the plethora of hurricanes and winter storms that swept through the US Gulf. Vice president Karen Swager said if the 700,000t of phosphate had been included in the annual output tonnage, the overall 2024 production rate would have surpassed 2023, and therefore 2025's phosphate output should show an uptick. Mosaic last year produced roughly 6.3mn t of phosphate. It expects to produce between 7.2mn-7.6mn t this year and nearly 8.2mn t by 2026. "As we ramp our production up, we will lower our unit costs because a lot of our costs are fixed," Swager said. The producer has also been installing new technology at its Canadian mines that should lead to an 8pc increase in its 2025 potash output compared with 2024 levels, which were lowered by 250,000t because of electrical mine issues . Mosaic anticipates 2025 production to total between 8.9mn-9.1mn t and should near 9.2mn t by 2027. "Better operating efficiency will unlock value that enables us to grow high margin areas of the business, and invest less in the areas that aren't generating those type of returns," president Bruce Bodine said.
