India's transport fuel demand rose to 3.37mn b/d in November, up by 10pc on the month and 4pc on the year on the back of rising domestic demand, preliminary oil ministry data show.

Diesel demand rose by 16pc on the month and 5pc on the year to 2.12mn b/d in November. But gasoline demand fell marginally on the month after festive demand in October.
Demand for jet fuel rose by 5pc on the month as air travel activity remained strong.
India's diesel demand continues to rise because of rising construction activity during winter. Diesel demand weakens around monsoons as heavy rains impede movement of commercial trucks and vehicles — major consumers of the fuel. Irrigation activities also slowed because of the rain as some parts of north India experienced heavy floods.
India's transport fuel demand totalled 3.07mn b/d over January-November, up by 4pc on the year. Gasoline demand posted the largest increase of 6pc compared with a year earlier, followed by diesel and jet fuel each rising by 3pc.
India exported 1.29mn b/d of oil products in November, up by 12pc on the year, according to market intelligence firm Kpler. Crude imports also rose by 15pc on the year to 5.07mn b/d in November.

Polish supply boost to prolong bitumen surplus

London, 10 September (Argus) — Central Europe's bitumen surplus could widen in the coming weeks as weak demand and a potential increase in Polish supply outweigh planned export cuts from the Czech Republic. The central European bitumen market has been slow to recover from its seasonal summer slowdown, leaving the region oversupplied. Higher output from Orlen's 373,000 b/d Plock refinery in Poland and Orlen subsidiary Unipetrol's 108,000 b/d Litvinov refinery in the Czech Republic over the past two months, supported by more consistent supplies of Middle Eastern sour crude, has added to inventories and weighed on domestic and export prices, according to market participants. Argus assessed Polish domestic truck prices at €530/t ex-works on 4 September, their lowest level since 13 March. Czech domestic truck prices were assessed at €545/t ex-works last week, their lowest level since 6 March. Product availability could increase further in the coming weeks following the start of planned maintenance at the Plock refinery on 2 September. Work on the refinery's crude distillation unit and hydrocracker is expected to increase the volume of vacuum residue available for bitumen production, according to a source familiar with the refinery's operations. A domestic Polish bitumen buyer said higher output could exacerbate an already oversupplied market and increase exports, particularly to Romania, Germany and Ukraine. Poland exported 83,000t in the first half of this year, compared with 100,000t in the same period of 2025 and 90,000t in January-June 2024, according to market participants. Any increase in Polish exports would help offset planned export curbs from Litvinov. The Czech refinery is reducing exports to ensure adequate supply to the domestic market as demand gradually recovers from the summer slowdown. London, 10 September (Argus) — Last month was the hottest August globally on record, and tied with July 2023 as the joint-hottest month recorded, data from EU earth-monitoring programme Copernicus show. The global average surface air temperature in August was 16.96°C, 0.85°C above the 1991-2020 average and 1.65°C above the pre-industrial average, Copernicus data show. It was the first month since November which was recorded as above 1.5°C higher than the pre-industrial era. The Paris climate agreement seeks to curb the global rise in temperature to "well below" 2°C above pre-industrial levels, and pursues a 1.5°C limit. Western Europe experienced its warmest summer on record, surpassing the previous record set in 2003, Copernicus said. The region recorded "further heatwaves" in August, "continuing an exceptional run of extreme heat that began in May", Copernicus noted. Severe drought conditions were reported across much of Europe, including in France, the UK, Hungary, Romania and Serbia, affecting power output , transport and agriculture. European river flows were "exceptionally low", including for the Rhine , Danube, Southern Bug and Dnieper rivers, Copernicus added. The joint-highest monthly average sea surface temperature for non-polar oceans was recorded in August. It stood at 21.07°C, on par with March 2024, Copernicus said. The highest daily sea surface temperature was also recorded in August, at 21.11°C for non-polar oceans. Ocean temperatures are also extremely high in much of the tropical Pacific, where El Nino conditions "are present and forecast to further strengthen in the coming months", Copernicus said. The current El Nino event is widely expected to be one of the strongest ever recorded. El Nino, a naturally-occurring weather pattern, typically leads to higher global temperatures. Its effects — and those of its opposite pattern, La Nina — vary across regions, but can significantly shift rainfall and temperature patterns. NY Harbor diesel prices reach multi-year highs

Houston, 9 September (Argus) — New York Harbor barge diesel prices rose to multi-year highs on Wednesday as futures increased on tensions in the Middle East and ongoing supply concerns. Barge ultra-low sulfur diesel (ULSD) prices grew by 24.07¢/USG to $4.87/USG, the highest point since November 2022. Cash differentials increased by 0.75¢/USG to settle at 6.75¢/USG premium over the Nymex contract. Differentials remained historically high so far this month, boosted by bullish futures and widening backwardation in the front month Nymex spread. Gains in the futures market coincided with declining Atlantic coast distillate inventories over the past month. Stocks dropped to 19.3mn bl the last week of August, according to Energy Information Administration (EIA) data, the lowest point since at least 1990. Distillate stocks on the Central Atlantic coast, which includes New York Harbor, averaged 11.3mn bl last month, compared with 13.2mn bl a year earlier and 18.4mn bl in the same period of 2024. Higher exports from New York Harbor contributed to thinner stock levels last month and could continue impacting regional volumes as diesel demand begins rising this month. Diesel cargo loadings totaled about 1.9mn bl in August, according to vessel tracking service Vortexa, compared with about 370,000 bl a year earlier. Traders noted an export cargo traded below the barge market on Wednesday. At the same time, regional production could also impact supply levels this month, with Irving Oil's 320,000 b/d Saint John refinery in New Brunswick, Canada, scheduled to undergo maintenance from 8 September through 18 November. The refinery plays a critical role in supplying refined products to the northeastern US and has been the largest source of US Atlantic coast ULSD imports over the past decade, accounting for more than 27pc of total imports to the region, according to Vortexa data. US rail volumes log strong growth in August: AAR

Houston, 9 September (Argus) — US rail carload volumes rose in August to the highest level in nearly eight years while weekly rail traffic rose by nearly 14pc from a year earlier, according to Association of American Railroads (AAR) data. AAR attributed the increases to resilient US consumer demand, higher US manufacturing activity, and rising diesel costs, which have made rail shipments more cost-effective compared with competing transport options such as trucks. Class I railroads shipped 533,545 carloads and intermodal units over the week ended 5 September, up by 14pc compared with the same week last year, AAR said Wednesday. Weekly non-intermodal traffic averaged more than 235,000 railcars in August, the most since October 2019 and the eighth straight year-over-year gain. Railcar growth was broad-based and stretched across 15 of the 20 carload categories that the AAR tracks. On a monthly basis, Class I railroads shipped nearly 300,000 intermodal containers and trailers per week in August, up by more than 4pc from a year earlier and besting the previous record set in June. Combined US carload and intermodal volume in August was the most in nearly eight years, AAR said without providing specifics. Metallic ore shipments posted the biggest percentage gains in August, rising by 19pc from a year earlier, followed by a 16pc increase for coke, a nearly 16pc gain for lumber and wood products and a 9.1pc increase for petroleum products. Chemicals shipments logged the seventh increase in eight months and are on a record annual pace, the AAR said, driven in part to lower US natural gas prices that have incentivized output at petrochemical and other industrial plants. Shipments of grain and coal, the two biggest categories that Class I railroads haul by volume, diverged. Grain shipments grew by 7.8pc in August from a year earlier and were up for the tenth straight month, driven by strong grain exports. Coal volumes in August fell by 2pc from year-earlier levels and were down for the sixth straight month, AAR said. Coal has become a drag on overall rail volumes after driving growth earlier in 2026. Several Class I railroads have attributed falling coal volumes to lower natural gas prices and weaker utility demand. Railed coal traffic has fallen by more than 50pc over the past 20 years but remains the single highest-volume category for most US railroads, AAR said. AAR also pointed to falling inventories of railcars in storage as another sign of strong shipping demand. Stored railcars as a share of total cars in service fell to 18.1pc in August from 21.7pc in January, and more than 59,000 railcars have been taken out of storage over that period, AAR said. EIA sharply raises 2026-2027 diesel price forecast

Houston, 9 September (Argus) — The US Energy Information Administration (EIA) today raised its 2026-2027 retail diesel price forecasts by 4.4pc and 8.2pc, respectively, as low inventories and high global demand continue to boost prices. US diesel prices should average $5.07/USG this year compared with $4.85/USG in the previous forecast, the agency said in its monthly Short Term Energy Outlook . The 2027 diesel price should average $4.40/USG, up from $4.07/USG in the previous forecast. The agency also increased its 2026-2027 estimates for retail gasoline prices, but the increases were not as steep, reflecting that the global diesel market is significantly tighter than the gasoline market. US gasoline prices will average $3.84/USG this year and $3.35/USG in 2027, up by 1.5pc and 1.8pc from the previous forecasts, the EIA said. US fuel prices, especially distillates, have soared since late February because of global supply shortages caused by the US-Iran war as well as Ukraine's drone campaign against Russian refineries. US retail diesel prices averaged a record high of $5.967/USG in the week ended 7 September, up by $2.26/USG from the week ending 23 February, before the US and Israel began their strikes on Iran, according to the latest EIA data. US gasoline prices increased by $1.22/USG to $4.157/USG over the same period. Major US refiners said in second quarter earnings calls that the tight product market should last into next year and possibly further, even if the US-Iran conflict is resolved, because of infrastructure damage and low inventories. The EIA said Wednesday that it expects US distillate fuel oil inventories to drop below 100mn bl this month and remain below the five-year low through most of 2027. Tightness in the global distillate market has raised domestic prices and incentivized higher US distillate exports, the EIA said. Meanwhile, global production of distillate fuel will remain below last year's levels in the coming months, contributing to low US diesel inventories and high prices. The effect will be particularly pronounced because of seasonal drops in distillate production and seasonal increases in distillate consumption during the fall and winter, the EIA said. Distillate production typically decreases during fall refinery maintenance season while harvest-season agricultural demand for distillate increases. Low inventories may also contribute to higher prices for residential heating oil in the northeastern US, the EIA said. The agency will release its annual Winter Fuels Outlook next month. Some US refiners have postponed planned maintenance projects to 2027 to take advantage of current high fuel prices. US refiners have been maximizing diesel production and running plants at extremely high capacity, hitting 98pc utilization in the week ended 28 August, according to EIA estimates.
